The European Commission represented by the Delegation of the European Union to Lebanon is currently inviting call for proposals for its program divided into two lots:
Lot 1- To support actions of European Instrument for Democracy & Human Rights (EIDHR)
LOT 2: To enhance Civil Society Organizations and Local Authorities (CSO-LA)
Objectives
The global objectives for the call for proposals are:
- to support civil society initiatives to promote respect for human rights and fundamental freedoms;
- to enhance CSO contribution to development and governance efforts in Lebanon.
For Lot 1:
- prevent and address radicalization of youth through the promotion of respect for human rights;
- combat cases of human trafficking and protect victims, particularly women.
For Lot 2:
To enhance capacity of Lebanese Civil Society Organizations (CSOs) as key stakeholders in promoting inclusive and sustainable growth in the fields of Agriculture, Education and Environment.
Size of Grants
For Lot 1: Any grant requested under this call for proposal must be € 600,000.
For Lot 2: Any grant requested under this call for proposal must fall between EUR 300,000 to EUR 600,000.
Location
Actions must take place in Lebanon.
Duration
Lot1: The initial planned duration of an action may not be lower than 24 months nor exceed 36 months
Lot 2: The initial planned duration of an action may not be lower than 12 months nor exceed 36 months.
Eligibility Criteria
- In order to be eligible for a grant, the applicant must:
- be legal person and
- be non-profit-making and
- be a specific type of organization such as civil society organization or local authorities
- be directly responsible for the preparation and management of the action with their partners, not
- acting as an intermediary and
- be an in-country CSO, with Headquarters in Lebanon and officially registered with the Lebanese competent authorities or
- be an EU Member State CSO, officially registered with any of the EU Member State competent authorities and mandatorily act with co-applicants that are local CSOs from Lebanon.
- Applicant must act with Co-applicant(s) who must satisfy the eligibility criteria as applicable to the applicant himself.
- Co-applicant(s) can be Civil Society Organization constituted and legally established in any of the Member States of the European Union and must have been registered for at least five years at the time of the submission of an application. In this case, the proposed action shall respond to an initiative emanating from the local actor(s) ensuring their involvement during all the stages of the implementation of the action. This should be clearly demonstrated in the application.
- For non-Lebanese applicant, a minimum of one Lebanese co-applicant is mandatory.
- The applicant and its co-applicant(s) may act with affiliated entity (ies) having a structural link with the applicants. Eligible entities may thus include-
- Entities directly or indirectly controlled by the beneficiary (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the beneficiary (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the beneficiary (parent companies).
- Entities under the same direct or indirect control as the beneficiary (sister companies).
- Entities legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the beneficiary participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
How to Apply
- The application process consists of two phases-
- Phase 1, concept note
- Phase 2, full proposal
- Only Concept Notes must be submitted for evaluation. Thereafter, applicants who have been pre-selected will be invited to submit a Full Application Form.
- Prior registration in Europe Aid’s on-line database, PADOR, is obligatory for applicants, co-applicants and affiliated entities.
- Applicants must be registered before submitting the concept note, while co-applicants and affiliated entities must be registered prior to submission of the full application, if applicable.
