The European Union believes that democracy and human rights are universal values that should be vigorously promoted around the world. They are integral to effective work on poverty alleviation and conflict prevention and resolution. Having come into force on 1 January 2007, the European Instrument for Democracy and Human Rights (EIDHR) is the concrete expression of the EU’s intention to integrate the promotion of democracy and human rights into all of its external policies. This Instrument provides for specific Country Based Support Schemes (CBSS) that are managed at country level by European Union Delegations.
Eligibility:
There are three sets of eligibility criteria, relating to:
- applicant(s) which may request a grant (2.1.1), and their partners (2.1.2);
- actions for which a grant may be awarded (2.1.3);
- types of cost which may be taken into account in setting the amount of the grant (2.1.4).
Who may apply?
In order to be eligible for a grant, applicants must:
- be legal persons
- be non profit making
- be specific types of organisations such as: civil society organisations3officially registered as such, according to the legislation in force in the respective country or international (inter-governmental) organisations as defined by Article 43 of the Implementing Rules to the EC Financial Regulation4 and
- be nationals5 6 of a Member State of the European Union or Mongolia or of an accessing country, candidate or potential candidate for accession as recognised by the European Union or of a Member State of the European Economic Area (this obligation does not apply to international organisations)
- be officially registered respectively for at least two years as regards Mongolian organisations and for at least three years as regards European organisations, at the time of the submission of an application
- be directly responsible for the preparation and management of the action with their partners, not acting as an intermediary
