Open Society Institute – Sofia in partnership with the Workshop for Civic Initiatives Foundation has announced First Open Call for Proposals under the NGO Programme –Bulgaria to Strengthened civil society development and enhanced contribution to social justice, democracy and sustainable development.
The NGO Programme – Bulgaria puts a special emphasis on horizontal concerns such as: discrimination, racism and xenophobia, homophobia, anti-Semitism, intolerance, hate speech, hate crimes, gender-based violence. It is expected that supported projects will actively contribute to the enhancement of tolerance, anti-discrimination, respect of human rights and rights of minorities (ethnic, religious, sexual), multicultural understanding. These are the issues identified by the donor states as critical areas where NGOs can play a specific role and foster positive change. The situation of the minorities, specifically the Roma, as well as children and young people will have specific focus in the Programme. The Programme will take into consideration also other concerns, such as: social inequalities, poverty and social exclusion, democracy and participatory democracy, access to rights and protection of the environment, capacity building, support for networking, coalition building and advocacy.

Eligibility & Criteria-
- Eligible applicants are NGOs that are established in Bulgaria under the Non-Profit Legal Entities Act, with a valid registration in the Central Registry of the public benefit organizations, satisfying the following conditions-
- are not trade unions of or professional associations, where the aims and purposes are to further the specific interests of their members only
- are independent5 from the local, regional and central government and from other public entities and authorities
- are independent of political parties and commercial organisations
- Political parties, religious institutions, social partners and cooperatives are not considered NGOs under the Programme. The Bulgarian Red Cross and Chitalishte, registered in accordance with the National Chitalishte Act are considered eligible as long as they fulfil the above principles.
