Open Society Foundations Training Manual on “Twenty Mechanisms for Addressing Torture in Health Care”

The Open Society Foundations (OSF) recently published the free training manual called the “Twenty Mechanisms for Addressing Torture in Health Care.” The manual is an excellent tool to gain understanding of abuse of human rights in healthcare settings and it can also be used by NGOs as an excellent reference material while developing and submitting proposals for OSF’s new grants program: “Fighting Torture in Health Care.” Both the manual and the grants program were launched by OSF jointly on the occassion of the International Day in Support of Victims of Torture held on June 26.

“This manual describes 20 anti-torture mechanisms from the United Nations (UN) and from African, European, and Inter-American human rights systems and provides illustrative examples to explain how to use these mechanisms to fi ght torture in health settings. It provides a brief introduction to each system and examines the treaty-based and charter-based organs that address torture in each system. A set of questions accompanies each mechanism, exploring its mandate, procedure, possibilities for engagement, and prior work on torture in health care. The manual also includes a glossary of basic human rights terms.”

The manual also provides ideas and suggestions as to how NGOs can get involved in these mechanisms especially how they can lodge complaints under the various international human rights treatiest and where and who to contact to submit such complaints at the Office of the United Nations High Commissioner for Human Rights (OHCHR).
