The Ministry for Foreign Affairs of Finland (MFA) announces a Call for Proposals for International Non-Governmental Organizations (INGOs) for support in Development Cooperation.
The INGO support is a discretionary government transfer granted by the MFA, and as such the MFA is not obligated to grant assistance to all eligible INGOs. The eligibility is defined under the heading “Principles for Support and Minimum Requirements”.
Priority Areas of the Call; Anti-Corruption and Conflict Prevention
The fields of work that will be funded in the current Call for Proposals are listed below. The applicants are requested to choose one of the sectors under which they apply for funding. Proposals that do not fall under these sectors and meet the focus areas specified below will not be considered.
- Accountable Governance in the implementation of human rights: Support will be considered to initiatives that:
Aim to improve fulfilment of human rights through the reduction of corruption at global, regional and country levels – especially in developing countries. In order for a proposal to be successful the applicant should demonstrate that it has solid experience in evidence-based anticorruption advocacy work, including of producing research (including data) and developing analytical tools, as well as has the capacity to influence and to raise the awareness of decisions makers and the public in general. Priority will be given to applicants that demonstrate ability to work effectively with both public and private sector, as well as with civil society actors, in order to strengthen transparency and accountability in the societies as a whole.
Grant allocated by the Unit for Human Rights Policy (POL-40). Financing will be available to 0-2 proposals with contract duration of 1 year. The maximum total amount to be allocated to this priority area is 800 000 euro. - UN Conflict Prevention and resolution: Support will be considered to initiatives that:
- Aim to support the involvement of women in political processes, to strengthen the use of mediation in conflict prevention and resolution, to promote the effectiveness of peace operations (peacekeeping and special political missions), to strengthen the principle of responsibility to protect and to support the peacebuilding knowledge sharing between the UN Special Representatives of Secretary General and other practitioners in peacebuilding and the UN community in New York. Priority will be given to applicants that demonstrate ability to work closely with actors within the UN system, UN Member States, civil society and academia.
- Grant allocated by Unit for UN and General Global Affairs (POL-50) Financing will be available to 0-1 proposals with contract duration of 1-2 years. The maximum total amount to be allocated to this priority area is 200 000 euro.
Principles for Support and Minimum Requirements
From the point of view of the development cooperation funding, the MFA considers INGOs to be non-profit organizations that operate politically and administratively independent of governments. The INGO that is eligible for support has to meet the following minimum requirements.
The INGO has to have:
- at least three different nationalities represented in its governing structures;
- operations in more than two countries;
- been registered and/or legally competent for at least two years;
- funding from at least one other source.
- a successful proposal must be aligned with the objectives set in the Development Policy Programme of Finland and demonstrate that it complies with the human rights based approach to development. The Ministry expects the applicants to demonstrate how their work complies with the priorities set in the Human Rights Strategy of the Foreign Service and its corresponding Plan of Action.
