Key Job Responsibilities
The Administrative and Finance Assistant will perform the following functions-
- Prepare and update large quantity of Procurement requisitions and coordinates with Procurement Services Branch to obtain necessary procurement related data and follow-up for timely delivery and update procurement status of the individual countries related to validation of countries requests;
- Follow-up requisitions status through the requisition for project report;
- Reconcile the funding expenditures with Atlas General Ledger details for specific CSB projects and interaction with Finance/Admin and Field offices for obtaining expenditure details.
- Review expenditures and investigate irregularities for corrective actions;
- Participate in the review of financial reports submitted by regions and countries;
- Monitor status of the Operating Fund Accounts and propose action for the timely clearance of expenditures;
- Compile and open new CSB project files yearly;
- Participate in year-end closure activities and preparation of financial statements; and
- Provide assistance in preparation of year-end assets and liabilities and balance sheet statements with report and the related working papers.
- Review monthly Atlas statements to ensure that expenditures have been properly recorded and that the allotments are not exceeded;
- Assist with administrative and logistical duties answering telephone calls, scheduling meetings and arranging travel and address related issues if any;
- Provide administrative support to technical officers as needed;
- Act as focal person for mail distribution of Technical Division on behalf of CSB;
- Compile, analyze, and assist in preparation of report on financial information from a variety of sources such as Atlas, current excel worksheet on funds utilization, etc. as inputs to CSB technical work;
- Maintain excel worksheet for CSB commodities validation indicating requisitions in respect of countries;
- Manages and update ‘Activity log ‘ for all financial related activities and file respective correspondences – emails, requisitions in respect of all projects under CSB;
- Assist in producing documentary evidences required by the auditors during audit sessions;
- Assist back up activities for other administrative staff as and when needed;
- Promote continuous improvement and harmonization of business processes; assist in developing new and improve existing policy guidance documents, monitoring tools and reports;
- Perform activities that may be assigned from time to time to ensure the success of the working team;
- Carry out any other duties as may be required by the Branch Chief to ensure full financial accountability and administrative support to the Branch.
Eligibility Criteria
Applicants must have-
- Completed of secondary education;
- 5 years finance-related work experience – accounts receivable, accounts payable, general ledger maintenance, etc.
- Experience in the application of IPSAS or IFRS would be advantageous;
- Proficiency in use of spreadsheets, word processing and computerized accounting systems (preferable PeopleSoft);
- Successful completion of UN GSST/ASAT (Clerical test- shortlisted applicants will be asked to take the test if they have not already done so.
- Applicants must pass the test in order to be eligible to be appointed against the post);
- Strong written and oral communications skills;
- Ability to organize effectively, work under pressure with attention to detail, precision and accuracy;
- Dedication to UN principles and demonstrated ability to work harmoniously with persons of different national background;
- English is required;
- Knowledge of a second UN language, such as French or Spanish, is desirable.
