World Health Organization (WHO) is currently seeking applications from the eligible applicants for the post of Coordinator Planning, Budgeting, Monitoring and Evaluation in Brazzaville, Congo. The duration for the post is of 2 years.
The overall objective of the Coordinator Planning, Budgeting, Monitoring and Evaluation is to ensure that the WHO Programme Budget and Operational Plans in the Region are developed, implemented, monitored and evaluated in line with the organization’s guidelines and standards, to ensure delivery of results and address, by each Budget Centre, priorities and needs in the WHO countries covered by the African Region.

Key Jobs Responsibilities
The Coordinator Planning, Budgeting, Monitoring and Evaluation will perform the following functions-
- In relation with the overall Planning, Budgeting, Monitoring and Evaluation functions:
- Contribute to the development and revision of WHO strategic documents such as the General Programme of Work (GPW) and the Programme Budget (PB) ;
- Facilitate the development of the Programme Budget and costing of Outputs;
- Facilitate allocation of the Programme Budget; (iv) Facilitate the development of Operational Plans;
- Review and approve workplans and Human Resource plans in GSM;
- Review and manage workplan revisions (technically and financially) in GSM;
- Facilitate performance assessment and reporting;
- In relation with the PBM Workplan functions.
- Develop operational plans.
- Control and manage workplan revisions (technically and financially);
- Coordinate workplan implementation.
- Monitor and assess performance.
- In relation with the Regional Managerial Organs.
- Participate in Regional Managerial Organs meetings such as Management Development Committee (MDC), Programme Sub Committee (PSC), Regional Committee (RC), and Regional Programme Meeting (RPM) as appropriate.
- Undertake any other duties as assigned by the supervisors.
Eligibility Criteria
Applicants must have-
- Master level university degree in medicine, health-related field, economics or social sciences with a post-graduate degree in public health (health system management / administration, health services / programmes administration, and health system analysis) or Masters in Public Administration.
- Post-graduate training (diploma) in planning, monitoring and evaluation.
- Sound knowledge of management principles, practices and techniques; especially results-based planning, monitoring and evaluation.
- Good analytical and training/teaching skills; Mentoring and coaching skill.
- Excellent skills in word-processing, spreadsheets and statistical computer programs/software
- At least 10 years’ experience in management / administration of national and international health systems.
- Experience with WHO or other UN Agencies in programme planning and monitoring, as well as experience at the regional or country level would be an asset.
- Excellent knowledge of English or French, with a working knowledge of the other language.
- Knowledge of Portuguese would be an asset.
