United Nations Environment Programme (UNEP) is currently seeking applications from the eligible applicants for the post of Finance & Budget Officer in Nairobi, Kenya.

Key Jobs Responsibilities
The Finance & Budget Officer performs the following functions-
- Consolidates analyses and finalizes the preparation of the Division programme of work and corresponding project portfolio, processes revisions on the basis of corporate instructions, programmatic submissions, taking into account recommendations and decisions of the UNEA and other specialized intergovernmental bodies.
- Provides substantive support to relevant intergovernmental and expert bodies in the review of their programme of work and its revisions.
- Ensures legislative mandates are accurately translated into program budgets.
- Provides costing estimates to the corporate result based budgeting process (RBB), analyses and finalizes cost estimates and budget proposals, in terms of staff and non-staff requirements from.
- Division in the context of corporate funding; (b) Branches and Units in the context of Extra-budgetary funding.
- Provides detailed input with respect to resource requirements for budget submissions.
- Provides substantive support to relevant intergovernmental and expert bodies in their budget review; assists in securing approval from the Conference of Parties or Intergovernmental Meeting.
- Processes allotments, authorizes sub-allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.
- Manages and monitors budget implementation and recommends reallocation of funds as necessary.
- Monitors expenditures to ensure that they remain within authorized levels.
- Prepares budget performance submissions.
- Reviews and finalizes budget performance reports, analyzing variances between approved budgets and actual expenditures.
- Provides substantive support to relevant intergovernmental and expert bodies.
Eligibility Criteria
Applicants must have-
- Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field.
- A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of seven years of progressively responsible work experience in finance, administration, budget, business administration or related area is required.
- Fluency in oral and written English is required. English and French are the working languages of the United Nations Secretariat.
- Working knowledge of another UN official language is an asset.
