The Global Green Growth Institute (GGGI) is currently seeking applications from the eligible applicants for the post of Fund Management Specialist in Kigali, Rwanda. The duration of this post is 9 months.
The Fund Management Specialist will focus on strengthening individual and organizational capacity building at both central and decentralized levels to ensure skills transfer as an effective capacity development approach for long term support and hence the sustainability of the FONERWA.
GGGI is dedicated to supporting the transition of GGGI Member countries towards a green growth model by developing and implementing strategies that simultaneously achieve poverty reduction, social inclusion, environmental sustainability and economic growth.
Key Jobs Responsibilities
The Fund Management Specialist will perform the following functions-
- Coordinate the financial management system of FONERWA. This involves all finance related operations to periodic financial reports.
- Coordinate and manage FONERWA procurement, Human Resources and logistics functions.
- Coordinate the fund unit operations through planning, execution and periodic reporting.
- Oversee and guide the funds disbursement process from project approval to the stage of disbursing funds.
- Design appropriate procedures, guidelines, manuals and ensure an effective grants and project management system.
- Ensure the well-functioning of FONERWA governance structures.
- Coordinate the FONERWA risk management process and all FONERWA funded projects.
- Build capacity of FONERWA staff, and project implementers in relevant areas more especially in areas of risk management, finance, internal control systems, etc.
- Participate in FONERWA resources mobilization process more especially on the financial advisory role.
- Coordinate and guide the pre-grant award survey exercise to potential project applicants before funding is approved.
- Monitor the financial management of project funds and coordinate period spot checks/Audits for proper funds management.
- Coordinate with external stakeholders on fund and financial management aspects as required.
Eligibility Criteria
Applicants must have-
- Master’s degree in business administration, accounting, finance or any other relevant field.
- Professional accountant (CPA, ACCA or equivalent membership of an internationally recognized professional accounting institute).
- 7 years relevant experience at a managerial level as a chief Financing Officer, director of finance or chief internal controller/chief internal auditor of a large and reputable organization.
- Experience of managing similar size of funds.
- Analytical skills, administrative skills, organization skills, communication skills, decision making skills, result oriented, computer skills team building skills, supervisory skills, planning skills, negotiation skills, networking skills.
- Result oriented and to work independently in a diverse, highly challenging environment is essential.
- Ability to develop the capacity of others.
- Familiarity with green growth issues in Rwanda.
- At least 5 years of policy relevant experience with proven record in facilitating dialogue at strategic levels with GoR and Development Partners community.
- Experience in capacity development initiatives for individuals and organizations at local and central levels.
