United Nations Children’s Fund (UNICEF) is currently seeking applications from the eligible applicants for the post of Fund Monitoring Assistant in Geneva, Switzerland.
The purpose of Fund Monitoring Assistant is to set up and process Other Resources contributions from National Committees and private sector donors under the supervision of the Finance Manager (Financial Services Unit) and in consultation with the PFP Programme Services Unit colleagues.
UNICEF supports child health and nutrition, good water and sanitation, quality basic education for all boys and girls, and the protection of children from violence, exploitation, and AIDS.
Key Jobs Responsibilities
The Fund Monitoring Assistant will perform the following functions-
- National Committees Other Resources income: Process Other Resources (OR) from National Committees (Netcom) and private sector sources, ensuring that funds are appropriately allocated to UNICEF Programmes.
- Processing contributions submitted from private sector sources other than through Netcom or Country Offices, once approved by PFP’s Programme Services Unit.
- Creating new grants and amending existing grants in SAP VISION.
- Attaching all required documents to the grants.
- Communicating information regarding new funds to Headquarters by e-mail.
- Managing timely processing of contributions to meet year-end closure of accounts.
- Leading the Fund Monitoring Assistants in the testing of new processes and transactions in VISION, changes to COGNOS Express.
- Leading the Funds Monitoring Assistants in the enhancement of the Funds Remittance Management (FRM) system as well as other systems that have an impact on Other Resources management.
- Provide training to stakeholders in National Committees and country offices on the use FRM systems.
- Provide backup cover to other team members and to Programme Assistant (Programme Services Unit) as required.
- Focal point within the team of Funds Monitoring Assistants for audited related queries on the processing of other resources.
- Monitoring communication with DFAM related to country office contributions and processing these contributions in the Grants Management system.
- Verifying the accuracy of the information provided and liaising with DFAM Contributions Unit to ensure that amounts registered in SAP/VISION are correct.
- Liaising with Country Offices to ensure that reporting requirements, background documents are provided and appropriately filed or safe guarded.
- Creating new grants and amending existing grants in SAP VISION and attaching all required documents to the grants.
- Managing timely processing of contributions to meet year-end closure of accounts.
- Provide ongoing guidance and instructions on how to process PSFR funds to Country Offices.
- Contribution management: Expired grants Process annual closure of expired grants for National Committees.
- Contact Country Offices to clarify reasons for substantial remaining funds in expired grants.
- Prepare Memos to National Committees and PSFR Country Offices seeking their approval to utilize remaining funds as recommended by PFP Programme Services.
- Prepare Note for the Record for Comptroller’s signature upon receipt of approval from Netcom’s and Country Offices.
Eligibility Criteria
Applicants must have-
- Completed secondary education.
- Good knowledge of UN and /or UNICEF automated systems and software applications (SAP, COGNOS Express, Funds Remittance management), is desirable.
- Proficiency in the use of standard MS Office applications (Word, Excel and PowerPoint).
- Training in the field of accounting, financial administration or related field is desirable.
- An accounting certificate from an accredited institution will be an asset.
- Minimum of 7 years relevant work experience, 3 of which should be in accounting, financial administration or related work with emphasis on computer application.
- Proven ability to work with numbers and currency exchanges is essential. Knowledge of UNICEF structures and finance systems is an asset.
- Experience with the UN and/or UNICEF rules and regulations including finance systems (budget, contracts procedures) will be an asset.
