International Organization for Migration (IOM) is currently seeking applications from the eligible applicants for the post of Resource Management Officer in Harare, Zimbabwe. The duration for the post is of 6 months.
The Resource Management Officer will be responsible and accountable for coordinating the budgetary, financial, human resources, procurement and administrative functions of the Mission and its sub-offices.

Key Jobs Responsibilities
The Resource Management Officer will perform the following functions-
- Monitor and oversee the financial management for all activities in Harare, including the oversight of financial expenditure and accountability and undertake financial analysis of projects implemented in the respective Zimbabwe Offices.
- Prepare donor financial reports in accordance with IOM regulations and established procedures.
- Forecast cash flows in Zimbabwe and ensure daily control of funds disbursed; ensure funding is received in accordance with donor agreements.
- Assist the Chief of Mission in preparing the annual budget for Zimbabwe, in coordination with the relevant project coordinators. Monitor the budget control process and analyze variances between budget(s) and actual expenditures on a monthly basis and assist in the preparation of budgets for new projects.
- Inspect payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM’s projectization criteria.
- Ensure compliance with general instructions of IOM and relevant permanent instructions namely in the areas of general administration, finance and human resources.
- Maintain appropriate internal controls to safeguard the Organization’s assets, control cash and prevent fraud.
- Make recommendations on strengthening internal controls by documenting and streamlining approval processes including control of accounts and control of cash management.
- Assist in the supervision of the Mission’s administrative functions, including recruitment, personnel administration, and other related activities, in accordance with the Organization’s policies and procedures. Assist in training local staff in the relevant areas of administration and finance.
- Liaise with other functional units of the Mission, institutional counterparts and other stakeholders as required in the performance of the accounting function.
- Liaise with relevant units at Headquarters (HQ) and Regional Office (RO) in Pretoria with regard to the financial and administrative activities of the Mission.
- Perform such other duties as may be assigned.
Eligibility Criteria
Applicants must have-
- Master’s degree in Finance, Accounting, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience.
- University degree in the above fields with four years of relevant professional experience.
- Professional certification as a Chartered Accountant or Certified Public Accountant is an advantage.
- Experience in financial management, accounting and budgeting.
- Experience with internal control assessment, internal and/or external/project audits.
- Ability to prepare clear and concise reports.
- Knowledge of IOM/UN regulations, policies and procedures.
- Experience with international institutions knowledge of International Public Sector.
- Accounting Standards (IPSAS) and SAP is highly desirable.
