Palladium is currently seeking applications from the eligible applicants for the post of Senior Finance and Operations Officer in Accra, Ghana.
The Senior Finance and Operations Officer will be responsible for managing and directing the finance, accounting and financial administration and reporting of the project, including budget administration, accounting, banking and cash management, financial reporting, procurement, travel, contracts and grants, transportation expenses and security.

Key Jobs Responsibilities
The Senior Finance and Operations Officer performs the following functions-
- Oversees day-to-day financial management and accounting for the projects; maintains and manages financial accounts in coordination with RR and the Palladium DC office.
- Establishes, maintains, and updates organizational financial policies and procedures to guide the work of project staff and management.
- Prepares and tracks project budgets and budget projections; reviews expense reports, vouchers and payment requests, including proper back-up documentation to ensure compliance with established Palladium systems and the client’s rules and regulations.
- Manage procurement of project supplies, services and other items in accordance with Palladium’s procurement procedures and the client’s rules and regulations.
- Maintains regular communication with the senior management team at HQ (primarily the CAM) by providing relevant and timely financial information for planning and decision making purposes.
- Ensures timely payments to staff, consultants, and vendors.
- Ensures that all travelers receive appropriate security information and briefings, in accordance with Palladium policies and procedures.
- Ensures employees’ Travel Expense Reports (TERs) and Travel Advances (TAs) are submitted on time and reconciled properly.
- Ensure office utilities payments are made in timely manner.
- Ensure processes and systems in place and managed for finalizing and issuing Blanket Purchase Agreements and Indefinite Quantity Contracts.
- Manage the overall program budget and ensure adequate cash flow.
- Establish processes and systems to manage, disburse and oversee small grants, as required.
Eligibility Criteria
Applicants must have-
- Relevant bachelor’s degree required; master’s degree or CPA (preferred).
- At least5 years of program management and finance/budget experience with USAID-funded project.
- Statutory audit experience would be an added advantage.
- Demonstrated knowledge and experience with USAID compliance requirements regarding finance/budget systems and processes.
- Experience with USAID contracting assistance award mechanisms.
- Experience with developing systems and processes for awarding and oversight of grants.
- Excellent skills in Microsoft Word, Outlook, and Excel.
- Proven experience and knowledge of USAID management, operations, and financial/budget systems.
- Ability to work with minimal supervision.
- Well-developed and effective organizational skills, including to ability to multi-task, and work in a high-pressured environment.
- Sound understanding / experience in financial processing and management.
- Good written and verbal communication, liaison and interpersonal skills.
- Fluency in French and English required.
