World Health Organization (WHO) is currently seeking applications from the eligible applicants for the post of Administrative Services Officer in Manila, Philippines. The duration for the post is of 2 years.
Administrative Services Officer’s objective is to provide support in the areas of archives, registry and pouch services, premises, building and asset management; conference and administrative services; and travel and transport management services, in an efficient, timely and cost effective manner.

Key Jobs Responsibilities
The Administrative Services Officer will perform the following functions-
- Recommends the allocation of offices; suggests modification of offices to suit requirements; ensures efficient housekeeping by maintaining preventive maintenance schedules and by organizing and recording regular inspections.
- Incumbent is responsible for the insurance of the buildings and their contents.
- Maintains the development or renovation of buildings, green areas, waste facilities, equipment (elevators, generators, air-conditioners, etc.) and miscellaneous utilities (water, electricity, gas, etc.).
- Ensures that the Regional Office premises are kept in good order, including the gardens, lawns, fishponds, garage and parking spaces.
- Ensures that the operation of the cafeteria is carried out on the basis of sanitary standards and in accordance with the agreement between the Organization and the concessionaire, reviews requests for menu price revisions, ensures that cafeteria equipment is well-maintained and replenished.
- Ensures the application of contracts with companies for maintenance of office space and major equipment.
- Responsible for providing services to conferences and meetings for the Regional Office and ensures efficient operation.
- Staff safety and security – Support Director, Administration and Finance (DAF) as required.
- Ensures records and archives, and pouch operations are carried out accurately, efficiently and cost effectively.
- Assists Regional Office staff, particularly newcomers and departing staff members, in settling at the duty station in such areas as household and private car insurance, driving licenses, purchase of private cars, duty-free importation of household effects, furniture and private vehicles and their disposal, and Shipment of household goods.
- In case of contentions and deviations from the Host Agreement, drafts letters to the appropriate authorities and recommends action to be taken.
- Keeps inventories of staff members’ properties and in emergencies receives claim for lost property from staff; forwards claims to Headquarters for settlement.
- Ensures that fixed assets and inventory control, maintenance, replacement and disposition of the Organization’s non-expendable supplies and equipment in the Regional Office and Country Offices are managed, recorded, and reported in accordance with the WHO global standards.
- Serves as the Secretary for the Property Survey Committee for matters pertaining to his/her area of responsibility and perform other duties as required.

Eligibility Criteria
Applicants must have-
- University degree in public or business administration, engineering or other related field from a recognized university is essential.
- Post graduate degree in public or business administration or similar is an advantage.
- Higher educational qualifications obtained from an accredited institution.
- Ability to make quick decisions, ability to negotiate and supervise the work of contractors.
- Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.
- Five years’ of progressively responsible experience in administration of buildings and premises, travel and meetings, including at least two years of experience at an international organization in an administrative field of work.
- Experience in utilizing an enterprise resource management (ERP) tool in managing work plans and budgets.
- Experience in managing contracts with external service providers.
- Excellent knowledge of spoken and written English.
