Catholic Relief Services (CRS) is currently seeking applications from the eligible applicants for the post of Chief of Party II, Agriculture and Natural Resource Management in Tamale, Ghana.
The COP will oversee the day-to-day operations for the project in Ghana.
CRS carries out the commitment of the Bishops of the United States to assist the poor and vulnerable overseas.
Key Jobs Responsibilities
The Chief of Party II, Agriculture and Natural Resource Management will perform the following functions-
- Ensure that the project delivers quality technical programming, according to national and international standards and in coordination with other national natural resource management, agriculture, and governance programs.
- Provide leadership and oversee specific and clearly defined project directions and day to day activities as indicated in the donor agreement.
- Provide successful implementation of project strategies, M&E, financial, programmatic, and staffing management.
- Oversee and support in-country partners’ performance based on sub-contract deliverable.
- Assure that monitoring, evaluation, accountability and learning processes are standardized throughout consortium partners to successfully manage knowledge on the project.
- Ensure regular monitoring of activities and submit timely feedback to USAID and partners.
- Ensure focus on private sector linkages.
- Ensure that cross-cutting themes such as gender equity and sustainability are fully integrated into programming.
- Provide timely preparation and submission of high quality reports.
- Work with in-country staff and regional natural resource management teams to ensure clear, strategic direction in technical areas.
- Ensure project compliance with CRS policies and procedures and USAID regulations.
- Ensure accurate and timely reporting of project finances and the status of activities. Review actual financial performance against the budget, USAID contract, and partner sub-contracts.
- Ensure strong communication and coordination with the government and other relevant agencies throughout project areas.
- Act as the primary in-country project contact to USAID and other local and international stakeholders.
- Ensure the consortium’s presence and active participation in coordination meetings in the natural resource management and agriculture sectors.
- Organize learning and sharing opportunities between project and external stakeholders on a regular basis.
- Oversee project communication strategies, including compliance with USAID’s branding and marketing requirements as well as CRS’ marketing and communication procedures.
- Mediate as necessary among local actors during project life.
- Oversee the hiring, orientation, and training of key staff to build a technically strong, well supported, motivated team.
- Continuously support the professional development of his/her team at all levels by providing adequate mentoring, clear orientation, feedback and learning opportunities.
- Ensure that CRS grant/project staff have the equipment and logistical support needed to carry out their roles/responsibilities.
Eligibility Criteria
Applicants must have-
- Master’s degree in a relevant field such as natural resource management, environmental engineering, hydrology, watershed management, governance, or other relevant field.
- At least 10 years of high level management experience in the development sector, preferably in natural resource management and/or agriculture.
- Minimum 5 years of experience managing and/or implementing programs in Africa, with experience in Ghana a plus.
- Technical proficiency in improving resource management, alternative livelihoods, water resource management, and governance.
- Demonstrated knowledge of current natural resource management situation, strategies and key relationships in Ghana.
- Experience working with the private sector to establish long lasting linkages with agricultural producers.
- Success managing multi-million dollar development budgets.
- Thorough understanding of USAID rules and regulations.
- Demonstrated experience leading coalitions, coordinating with and advocating among a broad set of diverse stakeholders including communities, local and national governments, donors, INGOs, and other local partners.
- Ability to provide representation at high profile donor and governmental meetings.
- Fluency in written and spoken English required.
