Organization for Security and Co-operation in Europe (OSCE) is currently seeking applications from the eligible applicants for the post of Database Officer in Kyiv, Ukraine.
OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects.
Key Jobs Responsibilities
The Database Officer performs the following functions-
- Assesses the needs of the Unit and analyses internal business processes in order to design new databases and implement approved designs for data base.
- Designs, develops, tests and deploys database applications, software and other technology solutions; compiles business requirements, technical specifications, user and technical documentation and standards for information management systems implementation.
- Provides support in reporting and analyzing data, assuring data consistency and giving statistics information.
- Maintains a variety of databases to ensure integrity, safety and access to data; introduces enhancements.
- Supports the operation of the analysis of processed data and information and performs data quality and consistency control.
- Provides information management support to Needs Assessment processes, specifically in data collection, processing/collation and analysis.
- Works closely with relevant departments/units in the Special Monitoring Mission Headquarter (SMM HQ) to determine necessary support requirements.
- Travels frequently within Ukraine including the Eastern Oblasts.
- Performs other duties as assigned.
Eligibility Criteria
Applicants must have-
- University degree in Computer Science, Information Technology, Database Management, Software Development, Business Administration, Mathematics, Statistics or other related field(s) from an accredited academic institution.
- At least two years of relevant professional experience in the development of database information systems.
- Working experience with the following tools: VB.NET, C#, .NET framework, Java, ASP.NET, SQL or Oracle.
- Knowledge of different data collection methodologies.
- Demonstrated excellent organizational and analytical skills.
- Excellent communication, presentation and team-building skills.
- Ability to work with minimum supervision in an environment where rapid response to emergencies is essential.
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments.
- Ability to establish and maintain effective working relations with people of different national and cultural backgrounds whilst maintaining impartiality and objectivity.
- Excellent oral and written communication skills in English.
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
- Cultural sensitivity and political judgment.
- Ability to operate Windows applications, including word processing and email, and excellent PowerPoint presentation skills.
