Counterpart International is currently seeking applications from the eligible applicants for the post of Deputy Chief of Party in Bamako, Mali.
The Deputy Chief of Party will support the Chief of Party to provide overall day-to-day management and coordination of project technical personnel and functions, including ensuring that appropriate technical and financial reporting requirements are met.

Key Jobs Responsibilities
The Deputy Chief of Party will perform the following functions-
- Support the Chief of Party in the overall management of the program.
- Provide technical support in the areas of civic engagement, civil society capacity building, and media.
- Lead efforts to enhance civil society provision of civic education to inform and empower citizens and strengthen civil society’s engagement in public dialogue, policy advocacy, and oversight.
- Support the development of program strategies, planning, and implementation of program activities while ensuring cohesion among the program components, with attention to gender integration and social inclusion.
- Guide and ensure the highest quality of project monitoring, evaluation, reporting and communications.
- Ensure compliance with Counterpart and USAID rules and regulations, particularly with respect to financial and grant management.
- Provide mentoring and professional development support to project staff, with emphasis on building capacity of national staff.
- Represent Counterpart to USAID, local and national governmental authorities, local CSOs, community organizations, and other donor organizations.
Eligibility Criteria
Applicants must have-
- Advanced degree in political science, public policy, international development, and/or other related field.
- Minimum 12 years of total experience required; at least 5 years of experience working with civil society in Mali.
- Minimum 3 years’ management experience, including leadership within a multicultural team.
- Expertise in some of the following areas: governance, accountability, civil society capacity building, public-private partnership, advocacy, conflict management, and public service delivery (especially health, education, and agriculture and growth).
- Previous experience in technical capacity building to CSOs in these areas.
- Previous experience awarding, managing, and monitoring sub-awards and ensuring compliance with appropriate regulations of a U.S. Government-funded program.
- Demonstrated experience developing relationships and working collaboratively with Malian government agencies and local organizations.
- Previous experience working on civic engagement and accountability issues within a post-conflict and/or transition environment.
- Demonstrated commitment to gender integration and social inclusion, especially working with women, youth, persons with disabilities, and LGBT community, in the African context.
- Demonstrated knowledge of civil society, media, political, and social contexts in Mali.
- Excellent organizational, analytical, oral, and written communications skills.
- Fluency in English; minimum professional proficiency (level 3) in French required, fluency preferred.
