Organization for Security and Co-operation in Europe (OSCE) is currently seeking applications from the eligible applicants for the post of Deputy Head of Mission in Skopje, Macedonia.
The Deputy Head of Mission, as guided by the Head of Mission, co-ordinates and oversees all aspects of the work of the departments/ programmes within the Mission, including related operational, logistic and general administrative matters.
OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects.
Key Jobs Responsibilities
The Deputy Head of Mission performs the following functions-
- Supports the Head of Mission in developing and executing OSCE policies, programmes and operations in furtherance of the Missions mandate.
- Co-ordinates and manages the daily implementation of the Mission’s plans and policies. Particular emphasis is placed on programme management, planning and budgeting processes, as well as oversight on operational and administrative matters.
- Advises the Head of Mission on Mission priorities in terms of administration, policies, programmes, operations and general management.
- Reports to the Head of Mission on the activities and progress of the Mission.
- Interfaces with senior international civil, political and military personnel dealing or involved with the Mission, to ensure complementary approaches and good cooperation.
- Engages in dialogue with key national and regional leaders and other interlocutors, to identify national priorities where the OSCE can play a support role.
- Performs other duties as assigned.
Eligibility Criteria
Applicants must have-
- University education in international studies, public policy, political science or law or related fields.
- Diplomatic experience or experience working in political affairs with international organizations or governments.
- Experience in preparing analytical reports.
- Excellent communication and drafting skills.
- Knowledge of regional political history and developments.
- Diplomatic and negotiating skills.
- Some knowledge of the OSCE principles and commitments.
- Strong management background, particularly in an international/multinational framework.
- Ability to establish and maintain effective working relationship with people of different national and cultural backgrounds with all departments and offices throughout the Mission, while maintaining strict impartiality and objectivity.
- Experience in results based program management.
- Flexibility and ability to work under pressure and within limited time frames as well as the ability to plan implement and solve problems effectively and efficiently.
- Professional fluency in the English language, both oral and written.
- Ability to operate Windows applications, including word processing and e-mail.
