The Catholic Relief Services (CRS) is currently seeking applications from the eligible applicants for the post of Deputy Regional Director for Program Quality, based in Bujumbura, Burundi.
CRS carries out the commitment of the Bishops of the United States to assist the poor and vulnerable overseas.
Key Job Responsibilities
The Deputy Regional Director will perform the following functions-
- Support regional staff and country programs in the implementation of the Agency strategy.
- Support country programs responding to emergencies to develop and implement one coordinated emergency response strategy.
- Provide periodic reporting and analysis to RD and CRS/HQ on CARO contributions to Agency.
- Facilitate sharing and learning across countries and regions and support country programs and Regional Technical Advisors (RTAs) to incorporate learning from CARO and other regions into program development and implementation.
- Advise country programs in networking and alliance-building activities including:
- promoting cross-sectoral engagement with the private sector, universities, research institutions, corporations and the private sector, and/or other potential “non-traditional” partners;
- developing strong linkages with international donors;
- facilitating alliances between country programs and strategic institutional partners;
- developing and maintaining a network of regional experts who can serve as consultants for proposal development or as a staff pool for major initiatives.
- Provide overall leadership for Program Quality within the region.
- In coordination with RTAs and HQ, encourage and model use of relevant resources in all parts of the project cycle.
- Facilitate sharing and learning within the region, including the organization of regional meetings and contributing or leading use, adaptation and development of tools and resources based on Country Program (CP) needs.
- Ensure CP compliance with MEAL policies and understanding of procedures; use these to promote learning and improve quality throughout the project cycle.
- Model seamless coordination between programming and operations and across sectors and competencies with the objective of improving the quality of our programs and the impact on people’s lives.
- Promote knowledge management through SharePoint and Gateway (Salesforce).
Eligibility Criteria
Applicants must have-
- Masters with significant applied experience in international relief and development.
- Eight years experience in international relief or development, including at least five years living in a developing country with strong management experience.
- Demonstrated leadership, mentorship and supervisory skills.
- Familiarity with technical standards in project design and implementation.
- Demonstrated ability to work cooperatively with local organizations and partners, and function effectively as part of a multi-cultural team.
- Demonstrated ability to build capacity and skills formally and informally of diverse teams; desire and ability to mentor and inspire.
- Ability to effectively lead a remote, multi-cultural team located in different geographic areas.
- Demonstrated understanding of gender equality and equity, gender integration, and engaging all people as agents of change to equitably reach sustainable results, particularly in the SPAs.
- Demonstrated success in program development and fundraising.
- Knowledge of CRS operations, policies and procedures.
- Strong inter-personal, and particularly communication, skills.
- Excellent written and verbal communications skills.
- Professional proficiency in French required.
