Economic and Social Commission for Western Asia (ESCWA) is currently seeking applications from the eligible applicants for the post of Finance and Budget Officer in Beirut, Lebanon.
ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory.
Key Jobs Responsibilities
The Finance and Budget Officer performs the following functions-
- Consolidates, reviews and analyses data in order to finalize cost estimates and budget proposals, in terms of staff and non-staff.
- Provides support to managers with respect to the elaboration of resource requirements for budget submissions.
- Reviews, analyses and provides input into finalization of programme budget/financial implications in light of additional mandates.
- Provides substantive support to relevant intergovernmental and expert bodies in their budget review; In particular, assists in securing proposals support from the ACABQ and approval by the fifth committee of the General Assembly.
- Ensures that legislative mandates are accurately translated into programme budgets.
- Issues allotments, and processes redeployment of funds when necessary.
- Monitors and reports on budget implementation by availing of contemporary ERP systems and determines/recommends reallocation of funds when necessary.
- Monitors and certifies expenditures to ensure that they remain within authorized levels.
- Reviews all requisitions for goods and services to ensure correct objects of expenditure have been charged, ensuring availability of funds.
- Monitors extra-budgetary resources, reviews draft agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
- Prepares, budget performance reports making appropriate recommendations and analyzing variances between approved budgets and actual expenditures.
Eligibility Criteria
Applicants must have-
- Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of five years of progressively responsible experience in finance, administration, budget, business administration or related area.
- Experience with corporate budgeting and financial ERP systems, preferably SAP, as well as knowledge of IPSAS is highly desirable
- Fluency in written and spoken English is required. English and French are the working languages of the United Nations Secretariat. Arabic is also a working language of ESCWA.
