Population Services International (PSI) is currently seeking applications from the eligible applicants for the post of Grants and Contracts Manager in Monrovia, Liberia.
The Grants and Contracts Manager will be responsible for overall management of the Global Fund award, liaising closely with PSI Liberia’s finance and operations departments, as well as with relevant PSI Washington departments, to ensure contractual and financial compliance to the agreement.
PSI is a global health organization dedicated to improving the health of people in the developing world by focusing on serious challenges like a lack of family planning, HIV and AIDS, barriers to maternal health, and the greatest threats to children under five, including malaria, diarrhea, pneumonia and malnutrition.
Key Jobs Responsibilities
The Grants and Contracts Manager will perform the following functions-
- Support the interpretation and application of Global Fund rules, regulations, and requirements as they relate to PSI’s role as Principle Recipient, and to the four anticipated SRs.
- Ensure PSI complies with all prime/PR and SR award terms and conditions, including programmatic, financial, and contractual deliverables.
- Assist in developing/refining detailed Scopes of Work for SR organizations.
- Support Program Director in actively managing and monitoring SRs to ensure the quality of reporting is maintained and contract deliverables are met in a timely manner.
- Assist Program staff in the review and negotiation of sub awards agreements, work plans, and budgets as needed.
- Maintain and adhere to all policies and procedures concerning the relationship with SRs. This includes the PSI subaward management manual and Global Fund specific rules and regulations governing sub awards.
- Support development of grant management and SR/subaward trainings for PSI Liberia operations (e.g. finance, operations) and program staff on the use of SR management tools.
- Prepare responses to Global Fund audit requests and specific reporting requirements for sub awards.
- Lead on developing responses to Global Fund management letters as and when they are issued.
- Conduct regular internal reviews of PSI’s PR and PSI’s SR files to verify compliance of documentation.
- Lead sub award closeout in accordance with PSI’s and GF’s established policies and procedures.
- Other duties as assigned.
Eligibility Criteria
Applicants must have-
- MS/MA/MBA preferred, but equivalent years of experience may be substituted.
- Minimum 4-6 years in international Prime and/or Subaward/Subcontract administration; with minimum 2 years working in a developing country.
- Demonstrated experience of coordinating cross functional teams in the achievement of deliverables.
- Demonstrated knowledge of project lifecycle management, grant/contract management, and financial management.
- Previous experience with The Global Fund is highly preferred.
- Highly organized, with an exceptional level of attention to details in all aspects of work responsibilities.
- Excellent interpersonal skills to effectively interact with all levels of staff and sub-recipient award recipients.
- Good oral and written communications skills to effectively communicate with sub recipients, external stakeholders, and PSI staff.
- Working knowledge of database applications, word processing and Excel, as well as experience with accounting software and budgeting.
- Ability to read and understand Global Fund specific award terms and conditions.
