The Office of Human Resources Management (OHRM) is currently seeking applications from the eligible applicants for the post of Human Resources Assistant based in New York, USA.
OHRM is responsible for implementing the vision of the Secretary-General for an integrated Global Secretariat, with a multi-skilled, versatile, high-performing and mobile workforce that operates across disciplines to fulfill the Organization’s complex and interrelated mandates in an efficient and cost-effective manner.
Key Job Responsibilities
The Human Resources Assistant performs the following functions-
- Reviews and processes data pertaining to the conditions of service of General Service staff members and related categories, to construct salary scales by carrying out interim salary surveys that require the review and analyses of data submissions, ensuring the submissions comply with established criteria and requesting additional information/clarifications, if necessary;
- Constructs scales related to comprehensive salary surveys, and prepares reports presenting the position of the comparator employers in the local labour market;
- Drafts correspondence to announce changes in salaries and allowances for review and approval by the Chief of Section;
- Analyzes salary data and reviews national legislation on salaries, social benefits and income taxation for purposes of establishing and promulgating official United Nations salary scales and employer reports;
- Monitors movement of consumer price indices for a number of duty stations for inclusion in calculations and /or revisions of salary rates. Monitors currency exchange fluctuations for the purposes of considering the revisions to the currency of payment of emoluments, specifically salaries of locally recruited staff members.
- Co-supervises and supports maintenance of system-wide electronic centrally maintained reference tables for all aspects related to salaries and allowances:
- Prepares source data for bulk population of the IMIS/UMOJA/ERP system entitlements reference tables and reviews and confirms the integrity of entitlements reference tables;
- Monitors activities on the execution of automatic and batch processes for the bulk update of entitlements reference tables and reviews reports from such processes to ensure that uploading has been successful and takes corrective action, when necessary;
- Makes recommendations and provides advice on enhancements to the IMIS or ERP system in relation to the functionality of the entitlements reference tables; – participates in various meetings to discuss administrative procedures, implementation of entitlements and measures to deal with user problems; – provide advice to users and the IMIS or ERP helpdesk;
- Acts as a focal point for the information/database management and website design for the Section; assists in the identification of potential issues in the spreadsheets and contributes to their resolution;
- Participates in various discussion groups on administrative procedures, implementation of entitlements and measures to deal with user problems.
- Assists in the organization and conduct of training courses and workshops relating to the salary survey methodology for non-headquarters duty stations.
- Undertakes research on a range of compensation issues and prepares notes/reports for the Chief of Section; and performs other duties as required.
Eligibility Criteria
Applicants must have-
- High school diploma or equivalent.
- Additional education/training in finance and / or compensation is desirable.
- At least 10 years of experience in compensation/benefits, human resources, administrative services, finance, or related field are required.
- At least five years of data analysis and strong use of Excel skills are required.
- At least two years of experience using IMIS or an Enterprise Resource Planning (ERP) is desirable.
- Experience in Human Resources rules and regulations, administrative policies and practices of the UN common system is desirable.
- English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is desirable.
