United Nations High Commissioner for Refugees (UNHCR) is currently seeking applications from the eligible applicants for the post of Human Resources Officer in Geneva, Switzerland.
The Human Resources Officer will function under the direct supervision of the Head of Unit, the Emergency Response and Temporary Staffing Needs Unit in Career Management Support Section (CMSS).
UNHCR’s primary purpose is to safeguard the rights and well-being of refugees.
Key Jobs Responsibilities
The Human Resources Officer will perform the following functions-
- Work closely with the Chief of Section and Head of Unit including staff in the Career Management Support Section to provide general information on possible missions/temporary assignments to all assigned staff members from designated cohorts.
- Attend Task Force meetings and Human Resources Cell meetings related to emergencies, she/he will work in close collaboration with Emergency Capacity Management Section (ECMS) and the Bureau on emergency response in term of staffing needs.
- Participate in the Joint Short listing and in Joint Recommendation Meetings related to the Fast Track.
- Maintain the tracking table of all incoming TA requests as well as assuring that data base (Master list) is regularly updated. She/he will be responsible for reporting on statistics related to temporary Assignment / Temporary Appointment process as well as statistics related to staff members in between assignments.
- Conduct regular monitoring of staff members reaching their end of SAL or temporary assistance and propose their names for short-term assignments.
- Liaise with Career Management Officers and staff members in between assignments or reaching end of SAL to discuss opportunities for temporary assignments.
- Monitor, review and improve, as required, the administration of temporary assignments/appointments related procedures.
- Conduct regular analysis of pertinent statistical data to identify trends and developments related to temporary staffing needs and management of staff in between assignment.
- Report regularly on accomplishments and challenges in service delivery.
- Supervise and manage performance of the staff members directly under his or her supervision.
- Perform other duties as required.
Eligibility Criteria
Applicants must have-
- University degree in Human Resources Management/Administration, Law or similar disciplines.
- Minimum 8 years (6 years with advanced university degree) of relevant professional work experience in an international context in the area of human resources management, business administration and organizational management.
- 6 years of demonstrated work experience in an international context.
- UN experience is considered an advantage.
- Good knowledge and understanding of UNHCR administrative and processes and exposure to provision of support services in an international organization.
- Working experience at the field level especially service in hardship duty stations and at Headquarters would be an asset.
- High degree of cultural awareness and sensibility and the highest level of discretion, tact, and confidentiality, are an excellent active listener and an effective coacher.
- Knowledge and experience in design, implementation, enhancement and modification of new policies and practices to ensure they are aligned and support the organization’s mandate and objectives.
- Fluency in English (Oral and written) with working knowledge of another UN language.
