World Intellectual Property Organization (WIPO) is currently seeking applications from the eligible applicants for the post of Human Resources Operations Manager in Geneva, Switzerland. The duration of this post is 2 years.
The Human Resources Operations Manager will be responsible to work under the supervision of the Deputy Director-HRMD and Head of HR Operations Service.

Key Jobs Responsibilities
The Human Resources Operations Manager will perform the following functions-
- Develop, implement and monitor the policy and system framework, including work methods, procedures and best practices, to support the delivery of optimal HR services, maximizing the use of HR systems and IT tools; advocate new approaches within the Organization and follow up on implementation; ensure fraud risks are identified and appropriate action is taken towards fraud prevention and detection.
- Oversee the delivery of services relating to the determination and administration of entitlements, induction of new staff members as well as other services and activities related to residence formalities for staff and eligible dependents; certify entitlements and benefits, etc. in accordance with Staff Regulations and Staff Rules and related HR policies.
- Provide a proactive and consultative HR service to managers and staff and provide authoritative advice on the interpretation/application of HR rules, policies and procedures in the area of contract administration, entitlements and benefits; identify areas for enhancing HR services and operations.
- Determine contentious and complex cases of eligibility of staff to entitlements or benefits; certify benefits and ensure the correct application of decisions taken at the common system level; analyze the application of rules and regulations to highly sensitive or contentious cases and recommend appropriate action to supervisors.
- Provide input for special projects on topics such as ICSC and JIU surveys, the continuous development of HR systems and management tools to automate, streamline and simplify work processes; supervise the preparation of statistics and prepare reports for and provide briefings to supervisors.

Eligibility Criteria
Applicants must have-
- Advanced university degree in human resources management, business or public administration, social sciences, or related field.
- A first level-university degree plus two additional years of relevant experience may be accepted in lieu of an advanced university degree.
- At least nine years of relevant professional HR experience, three of which at the international level.
- Experience in benefits and entitlements and contracts administration.
- Experience in using HR information systems.
- Relevant experience in a UN or other international organization.
- Excellent knowledge of English or French and good knowledge of the other language.
- Excellent drafting skills in both languages.
- Knowledge of other UN official languages.
