The Pathfinder International is currently accepting applications from the eligible applicants for the post of Program Officer I based in Watertown, Massachusetts, USA.
The Program Officer I provides project management, technical monitoring and a range of program, financial budget and administrative support to field offices and projects in Angola, Ethiopia , Mozambique, Nigeria, Peru, and South Africa and other countries as needed.

Key Job Responsibilities
The Program Officer I performs the following functions-
- Works closely with Pathfinder country programs and headquarter departments in the development and implementation of country project proposals, strategies, results frameworks, work plans, and budgets;
- Monitors country adherence to deadlines for project reports. This may include editing, reviewing, formatting, and production of program documents for internal and external distribution, including periodic reports, sub-grant documents, and trip reports;
- Participates in proposal development process with New Business Development Unit, Institutional Giving Unit and Resource Development team to identify, coordinate and respond to diversified funding opportunities;
- Monitors and supports fulfillment of technical assistance needs for country offices and projects, including preparation of scopes of work, travel scheduling , and critical follow-up;
- Provide direct support and coordination between field offices and headquarter departments for project closings, project start-ups and project implementation activities;
- Monitors achievement of project objectives for cooperative agreements, contracts, grants and other funding mechanisms;
- Helps develop and roll-out Human Resource, Finance and other systems to support country office operations;
- Collaborates with headquarter finance office and country office to monitor project and office budgets, including reconciliation of discrepancies, trouble-shooting of budget variances, budget revisions as needed, and development of proposal budgets;
- Works with county office heads and communication leads to develop and implement multi-media communications plan to promote visibility, internally and externally, and disseminate high-impact practices and technical documentation for Pathfinder’s Asia and Middle East programs;
- Supports Pathfinder’s Human Resource office with country office recruitment, terminations, security plans, staffing plans, office close-outs, benefit packages and performance reviews;
- Coordinates project technical reviews, monthly finance and programmatic meetings as needed;
- Organizes responses to donor and board member request(s) for information;
- Oversees program document retention, filing and intranet document sharing;
- Provides programmatic and administrative support to Pathfinder projects and country offices as assigned.
Eligibility Criteria
Applicants must have-
- Bachelor’s degree in Public Health, Public Administration or related field;
- Master’s degree in Public Health or related field preferred;
- Minimum four years reproductive health, family planning, public health, HIV/AIDS and/or international development-related work experience (two years’ experience will be acceptable if candidate has a Master’s degree in Public Health related field);
- Excellent organizational, problem-solving and time management skills;
- Ability to prioritize tasks and meet deadlines with attention to detail, accuracy and quality;
- Demonstrated knowledge and utilization of various social media platforms;
- Excellent writing and copy-edit skills;
- Experience working with budgets and/or financial systems;
- Excellent interpersonal and communication skills and demonstrated ability to interact professionally with a culturally diverse staff, clients and consultants;
- Demonstrated ability to work independently as well as part of an effective team in a complex and fast-paced environment;
- Ability to exercise sound judgment and maintain confidentiality of sensitive information;
- Commitment to the mission, vision and values of Pathfinder International;
- Fluent in written and spoken English;
- Excellent computer skills, including proficiency with Microsoft Office products;
- Ability and willingness to travel internationally as needed, approximately 25%;
- Proposal and grant writing experience desired;
- Previous experience studying and/or working in a developing country or countries desired;
- Portuguese language preferred
