United Nations Economic Commission for Africa (ECA) is currently seeking applications from the eligible applicants for the post of Senior Economic Affairs Officer in Addis Ababa, Ethiopia.
ECA’s mandate is to promote the economic and social development of its member States, foster intra-regional integration, and promote international cooperation for Africa’s development.
Key Jobs Responsibilities
The Senior Economic Affairs Officer will perform the following functions-
- Plan and oversee the management of IPS; articulate the areas for research, policy analysis, capacity building and advisory services of the Section; design its work programme and provide leadership and ensure its timely and effective implementation in accordance with the priorities and programmes of the member States, the African Union and its NEPAD Programme, Regional Economic Communities (RECs), and relevant mandates of the United Nations.
- Supervise the preparation of relevant studies and reports on investment policies and investment related issues in Africa, including issues relating to foreign direct investments, intra-African investments, private equity, investment promotion, and bilateral and international investment agreements, as well as provide intellectual leadership for their delivery and dissemination.
- Support the Director in the preparation, launch and dissemination of divisional and inter-Sectional flagship publications, including the publication on Assessing Regional Integration in Africa (ARIA), and the African Regional Integration Index.
- Provide support to the integration agendas of the African Union (AU) and the Regional Economic Communities, with particular emphasis on programmes relating to investments, including those in the context of the negotiations towards establishing the Continental Free Trade Area, and the promotion of regional and continental agreements on Investments.
- Identify emerging issues on investments of interest to Africa and articulate policies, strategies and approaches to address them.
- Assist the African Union, member States and RECs in building consensus and articulating common positions and strategies on regional integration. Provide functional support to AU/ECA/AfDB/RECs Coordinating Committee, as well as service intergovernmental and expert bodies.
- Represent ECA at high-level international events on investments and regional integration in general as the case may be.
- Contribute substantively to discussions and their outcome. Undertake other work as deemed necessary for the effective delivery of the sub-programme on regional integration and trade.
Eligibility Criteria
Applicants must have-
- Advanced university degree (Master’s degree or equivalent) in economics or related field.
- A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree. A PhD is preferred.
- A minimum of ten years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required.
- Experience in regional integration, investments and finance in the context of Africa, covering policy analysis, awareness raising and consensus building, capacity development, institutional strengthening, and advisory services at country, regional and continental levels including a minimum of five years of field experience at responsible positions in a relevant regional or international organization is highly desirable.
- Experience in working with RECs, and inter-governmental organizations and exposure to regional integration and investment policy formulation would be an advantage.
- Fluency in oral and written English or French is required. English and French are the working languages of the United Nations Secretariat.
- Knowledge of the other is an advantage.
