United Nations Office for Project Services (UNOPS) is currently seeking applications from the eligible applicants for the post of Senior Liaison Officer in Yangon, Myanmar. The duration for the post is of 1 year.
The Senior Liaison Officer will work under the direct supervision of the Director and Representative of UNOPS Myanmar and is located in the main UNOPS offices in Yangon.
UNOPS mission is to serve people in need by expanding the ability of the United Nations, governments and other partners to manage projects, infrastructure and procurement in a sustainable and efficient manner.
Key Jobs Responsibility
The Senior Liaison Officer will be responsible for the following functions-
- Maintains dialogue with counterpart ministries and liaises with counterpart Government Ministries and Departments concerned on protocol, policies and procedures, and advise management accordingly.
- Coordinates with all programmes on matters relating to support from counterpart ministries (including follow-up on MOA/MOUs, visas, importation of project assets, et al).
- Tracks programme MOUs and ensure that these are adhered to and extended as may be necessary.
- Updates key government counterparts about the status of UNOPS’ programmes and projects.
- Advises the Protocol Section within the HR unit on matters relating to key communications with counterpart ministries.
- Advises Director and Representative, Head of Support Services, and Head of Programmes on partnerships with government counterparts.
- Advises UNOPS programmes on matters relating to key communications with counterpart ministries.
- Establishes relations with new government counterpart ministries.
- Works with Director and Representative to build a partnership strategy with Government of Myanmar’s key ministries for UNOPS Myanmar and ensures due implementation.
- Works with the Director and Representative to strengthen partnership with key development partners.
- Supports the Director and Representative on actions relating to UN partnerships and support to the UNCT activities and initiatives.
- Manages the Director and Representative’s Office and acts as secretary/advisor to the Senior Management Group.
- Advise on UNOPS Myanmar’s strategy and positioning.
- Monitors the implementation of UNOPS Myanmar’s Bi-Annual Strategic Plan and targets.
- Prepares quarterly management reports on the status of operations and performance of programmes for the UNOPS Regional Office.
- In close consultation with the Partnerships Office, supports the Director and Representative in overall client/partner relationship management.
- Undertakes special projects as may be require.
Eligibility Criteria
Applicants must have-
- A Master’s degree in business administration, project management, finances or related social sciences with 7 years of professional field experience in a context relevant to this position.
- Bachelor’s Degree with a relevant combination of academic qualifications and minimum 9 years experience relevant to the above duties and responsibilities may be accepted in lieu of Master’s Degree.
- Minimum 7 years of experience in relevant experienced in administration, project management, finance or related and social sciences is required.
- At least 3 years of demonstrated public relations skills is required.
- Knowledge of UN rules and regulations will be an asset.
- Prior work experience with the Government of Myanmar at a senior level is an advantage.
- Strong interpersonal skills are desirable.
- Fluency in both written and oral English.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.).
