Aga Khan Development Network (AKDN) is currently seeking applications from the eligible applicants for the post of Senior Program Officer (SPO) in Afghanistan.
The Senior Program Officer (SPO) is primarily responsible for program development and playing an active role in the overall management and implementation of disaster management programs of Focus.
The mission of AKDN is to improve the welfare and prospects of people in the developing world, particularly in Asia and Africa, without regard to faith, origin or gender.
Key Jobs Responsibilities
The Senior Program Officer (SPO) will perform the following functions-
- Work with the Executive Officer (EO) and SPM to develop and prepare strategic plans based on FOCUS’ Institutional Mandate of Disaster Risk Reduction.
- Participate in the development of policies and procedures, and ensure its effective implementation through regular communication with the field team.
- Provide oversight to the Program Officer and Program Managers to track that program activities are implemented according to plan.
- Support program managers to develop plans and implement systems that will support the goals and objectives of the project in accordance with Institutional mandate.
- In collaboration with the Finance Manager, develop program and project budgets, track project expenditure, and provide variance explanations as necessary.
- In collaboration with HR Manager, identify staffing needs and develop/update job descriptions.
- Attend all management meetings, participate in discussions and decision making.
- Ensure the quality and donor compliance in program implementation.
- Work closely with the Communications, M&E, HR and Finance Departments to develop systems to enhance the quality of program operations and administration, as well as effectively demonstrate impact of FOCUS’ work.
- Build capacity of local staff members in the areas of program development, project design, project management, grant writing, implementation guidelines, case study and report writing.
- When assigned, provide direct project management for major/strategic projects.
- Any other tasks, as assigned by the SPM or EO.
Eligibility Criteria
Applicants must have-
- Masters degree or equivalent in social sciences, international development, disaster management, environmental science, or related discipline.
- Knowledge of donor compliance requirements.
- Strong conceptual understanding of programming and project design.
- Conceptual and practical knowledge about current framework of Disaster Management and Risk Reduction.
- Good understanding of project budgeting.
- Project management experience is highly desirable.
- Experience of working in complex environments is desirable.
- Excellent written and spoken English, with demonstrated ability to produce high quality reports, presentations and development of innovative concept notes.
- Effective networking and Liaison with UN, Government and NGOs and platforms of technical group.
- Ability to manage own time and work without constant supervision.
- Attention to detail.
- Highly developed critical thinking and problem solving skills.
- Flexible attitude and willing to take on additional responsibility when required.
- Capable of working under pressure and to tight deadlines.
- Excellent team player.
- Ability to communicate effectively with colleagues at all levels.
- Cultural awareness and sensitivity is essential.
