United Nations High Commissioner for Refugees (UNHCR) is currently seeking applications from the eligible applicants for the post of Senior Security Officer in Geneva, Switzerland.
The Senior Security Officer will be the Head of the HQ Security Unit, within the General Services Section, supervising one G5, Admin/Finance Assistant and managing the team of 25 UNOG Security Guards dedicated to the UNHCR Office in Geneva.
UNHCR’s primary purpose is to safeguard the rights and well-being of refugees.
Key Jobs Responsibilities
The Senior Security Officer will perform the following functions-
- Establish and revise as regularly as required, the security risk assessment of UNHCR HQ premises in Geneva (MBT, Visitors Center and depot La Voice Ceruse) and elaborate the UNHCR HQ security plan.
- Monitor the security situation in Geneva, in line with UNOG SSS, and in compliance with Headquarters Minimum Operational Safety Standards (HQMOSS) recommendations, to ensure the HQ staff safety and HQ building security.
- Assist the Chief GSS to liaise and coordinate as frequently as required with UNOG SSS, with the Swiss authorities, and with the Heads of Security of other Geneva-based UN Agencies to keep abreast of any relevant security matters in the Geneva area.
- Establish and update the Terms of Reference (TORs) of the UNOG Security Guards with regard to the level of service expected from the security services provided by UNOG SSS; propose revisions to these services when relevant.
- Manage and coordinate the team of UNOG Security Guards, according to the agreed TORs with UNOG; assist the Chief GSS in the administration of the UNOG SSS team dedicated to UNHCR and in the financial control of the UNOG billing.
- Coordinate the selection of guards with UNOG SSS, to ensure the highest standard of personnel.
- Ensure the effective and efficient management of the UNHCR Center of Operational Control
- Manage and supervise all specialist operations within the Office (external events, liaise with UNOG and or other conference/security Service providers), VIP and conference security.
- Liaise with the Swiss Authorities in the context of criminal investigations.
- Ensure that all Protocol and Security requirements for visiting government officials and VIPs are met, in coordination with local Protocol and Security Authorities, as well as UNHCR Senior Management.
Eligibility Criteria
Applicants must have-
- Advanced University Degree in security management and/or related disciplines (business administration; political/social science; international relations).
- Military or police academy degree (at officer level), with successful completion of the Command and General Staff (CDS) course at a recognized military Staff College or police equivalent.
- Minimum 10 years of previous international working experience relevant to the function combined with an Advanced University/Masters Degree, or 12 years of relevant international working experience combined with a University/Bachelors Degree.
- At least five years at the international level in diplomatic, political or administrative positions or within the UN system.
- Experience in dealing with diplomatic missions, high government authorities.
- Excellent knowledge and demonstrated experience in providing and dealing with protocol and security services to high-ranking officials, VIPs (Chef de Cabinet).
- Experience and demonstrated competency in management and training of staff regarding security matters.
- Fluency in both English and French (written and spoken).
