World Health Organization (WHO) is currently seeking applications from the eligible applicants for the post of Advisor, Health Information Systems in Washington DC, United States. The duration for the post is of 2 years.
Advisor, Health Information Systems strives to achieve a sustainable impact on health by providing normative guidance, furthering the implementation of evidence-based interventions, and fostering alliances that strengthen country capacity, improve the effectiveness of inter-country collaboration, and facilitate policy and decision making processes through improved health information coverage, analysis and quality at all levels.
The mission of WHO is to direct and coordinate international health within the United Nations’ system.
Key Jobs Responsibilities
The Advisor, Health Information Systems will perform the following functions-
- Provide technical, strategic advice and programmatic direction for the development and implementation of Regional and National Health Information Systems (HIS).
- Develop technical cooperation programs/strategies to strengthen the development of national capacities in the Region for the design, implementation, monitoring and reporting of quality and accuracy of data and information sources, including vital and health statistics.
- Develop and coordinate sub regional technical cooperation and horizontal cooperation for the development and implementation of Health Information Systems (HIS) with focus on strengthening data quality, open dissemination and coverage.
- Promote advice and collaborate with inter-programmatic activities in priority areas related to health information systems and data management, including vital and health statistics.
- Collaborate with WHO, Country Offices, PAHO/WHO Collaborating Centers, international cooperation agencies (i.e. UNICEF, UNFPA, UNDP, UNESCO, OIT, UNSD, and ECLAC), intergovernmental and non-governmental organizations, private sector, and others, in order to develop alliances and networks that favor the implementation of the Plans of Action for health information system.
- Mobilize resources to develop an interagency Program for Strengthening of Health Information Systems and data management including Vital and Health Statistics in the Americas.
- Provide expert advice in international working and expert groups on Health Information Systems and Vital and Health Statistics to develop a regional perspective.
- Provide technical advice for study designs, survey implementation and other approaches to generate additional health information management, including vital statistics and statistical data.
- Identify and promote the use of modern methods and tools for data extractions and information dissemination on Vital and Health Statistics, and other relevant information sources.
- Establish expert and knowledge management networks in support of vital and health statistics, including the exchange of experiences among countries and inter-country cooperation.
- Produce, publish and disseminate appropriate and relevant scientific and evidence-based technical information for the development and strengthening of health information systems.
- Promote the mobilization of national and international (human and financial) resources in support of the Project’s programs and/or projects.
- Participate in the preparation of the Project’s Biennial Work Plan (BWP), budget and technical evaluation reports.
- Advise, and develop tools for follow up of activities and recommendations from the Regional Advisory Committee on Health Statistics (CRAES).
- When called upon to directly supervise staff, establish clear work objectives, conduct timely and effective performance appraisals, provide coaching and feedback, and support staff development opportunities.

Eligibility Criteria
Applicants must have-
- A university degree in a health science, and a master’s degree in health information systems or epidemiology from a recognized institution.
- Ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint, and Outlook and Statistics Package like State, EpiInfo and SPSS.
- Other IT skills and knowledge of other software programs such as Social Network tools, Visio and Project would be an asset.
- Nine years of combined national and international experience in health information systems and implementation of vital and health statistics systems.
- Knowledge of Spanish or English, with a working knowledge of the other language. Knowledge of French and/or Portuguese will be an asset.
