World Health Organization (WHO) is currently seeking applications from the eligible applicants for the post of Advisor, Strategic Fund Management in Washington DC, United States. The duration for the post is of 2 years.
The mission of WHO is to direct and coordinate international health within the United Nations’ system.
Key Jobs Responsibilities
The Advisor, Strategic Fund Management will perform the following functions-
- Advise and coordinate the daily operations of PAHO’s Regional Revolving Fund for Strategic Public Health Supplies, also known as the Strategic Fund, to ensure timely delivery of medicines and public health supplies to Member States.
- Lead the development of strategies and a business plan for growth and scale up of the Strategic Fund to increase uptake by Member States and effectively respond to new market dynamics, address current and future Member State needs.
- Advice and support the development and roll out of a communication strategy and tools to promote the Strategic Fund among Member States and other stakeholders.
- Responsible for the oversight of the Strategic Fund daily operations in coordination with relevant technical and administrative entities in the Organization, including.
- Process for purchasing and shipping medicines and other public health supplies on behalf of Member States in coordination with the Procurement and Supply Management (PRO) Department.
- Management of the capitalization account with the Financial Resources Management (FRM) Department.
- Review with the Legal (LEG) Department the status and signing of Member State agreements to participate in the Strategic Fund.
- Develop and implement synergies with the PAHO Revolving Fund for Vaccine Procurement with the Comprehensive Family Immunization (FGL/IM) Unit.
- Advice and support the preparation of procurement plans of required medicines for selected countries, those that procure medicines through the Strategic Fund.
- Strengthen Member State capacity to perform quantification, forecasting of future demands and improve efficiencies in the entire procurement cycle for products procured through the Strategic Fund.
- Provide technical support for the continuous assessment and evaluation of the impact of the Strategic Fund, results achieved and processes developed.
- Promote the mobilization of national and international resources in support of the Strategic Fund’s programs and/or projects.
- Participate in the preparation of the Unit’s Biennial Work Plan (BWP), budget and technical evaluation reports;
- Perform other related duties, as assigned.
Eligibility Criteria
Applicants must have-
- University degree in a health or social science, business administration, engineering or related field and a master’s degree in business administration, management, public administration, public health or related field from a recognized institution.
- Nine years of combined national and international experience in the administration of programs and projects related to pharmaceutical and other health technologies policy, procurement and supply management of health commodities and/or health technology service delivery.
- Knowledge of health systems and/or pharmaceutical/health technology market dynamics in Latin America and the Caribbean would be an asset.
- Knowledge of pharmaceutical and other health technologies markets, in particular understanding of the implications for the public sector.
- Knowledge of procurement, supply and/or distribution management especially in health-pharmaceutical sector(s) or other critical processes related to the management of medicines and health technologies.
- Ability to manage multiple issues and tasks in a complex organizational environment to re-prioritize actions on short notice.
- Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, and coordination of people and resources.
- Managerial skills for the development, implementation, and analysis of technical cooperation programs and activities, including budget programming and control.
- Strong professional oral and writing skills, including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.
- Knowledge of English and Spanish.
- Knowledge of French and/or Portuguese would be an asset.
