United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is currently seeking applications from the eligible applicants for the post of Regional Adviser on Energy Connectivity in Bangkok, Thailand.
ESCAP is the regional development arm of the United Nations for the Asia-Pacific region.
Key Jobs Responsibilities
The Regional Adviser on Energy Connectivity will perform the following functions-
- Provides technical assistance to member States, in response to requests and in consultation and coordination with relevant ESCAP subprogramme(s) and other development partners, in designing and facilitating implementation of national policies on energy trade (market) and connectivity (infrastructure).
- Identifies needs from member States in line with the scope of ESCAP’s advisory services, including the process for initiating advisory services and alignment with the work of the UN country teams, as well as ensuring all requests from Governments are served in a timely manner.
- Develops approaches to provide expert advice on effective economic and financial instruments to enhance trans-boundary energy trade and energy connectivity through regional cooperation.
- Participates in needs assessment missions and provides policy advice through short-term field missions.
- Contributes to ESCAP’s work in promoting energy security and the sustainable use of energy in the Asia-Pacific region, addressing in particular.
- Implementation of the main outcomes of the Asian and Pacific Energy Forum 2013 and the Secretary-General’s initiative on Sustainable Energy for All (SE4All); and.
- Development of the annual Regional Trends Report on Energy for Sustainable Development in Asia and the Pacific.
- Represents the organizational unit at international, regional and national meetings on issues related to energy connectivity.
- Performs other related duties as required.
Eligibility Criteria
Applicants must have-
- Advanced university degree (Master’s degree or equivalent) in economics, energy studies, or related field.
- Ability to concentrate in one of the following areas highly desirable: energy economics, energy engineering, power sector development, energy and environment, natural resources economics, or energy for sustainable development.
- A relevant or related first-level university degree in the above fields in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of ten years of progressively responsible experience in economic research and analysis on energy issues, policy formulation, application of economic principles to energy sector or related field.
- Experience in trans-boundary energy trade, energy connectivity or related area, highly desirable.
- Demonstrated experience in establishing and maintaining professional networks is desirable.
- Work experience at the international level is highly desirable.
- Experience in diversified research for national policy-making and/or policy analysis institutions is desirable.
- Work experience in developing countries, especially in the Asia-Pacific region, is desirable.
- Fluency in English is required. English and French are the working languages of the UN Secretariat.
- Knowledge of another UN official language is an advantage.
