The Organisation for Economic Cooperation and Development (OECD) is currently seeking applications from the eligible applicants for the post of Senior Policy Advisor – Multilateral Organisation Performance Assessment Network (MOPAN), based in Paris, France.
The OECD is a global economic forum working with 34 member countries and more than 100 emerging and developing economies to make better policies for better lives.
Key Job Responsibilities
The Senior Policy Advisor will perform the following functions-
- Oversee and manage the design and the implementation of MOPAN’s assessment process, working with the service provider responsible for implementing the assessments.
- Co-ordinate with the service provider, member state governments, and the chosen multilateral organisations, to ensure the timely delivery of high quality assessments.
- Implement mechanisms to ensure continuous optimisation and streamlining of the assessment process, jointly with the service provider.
- Ensure efficient liaison and communication between the service provider, members, the multilateral organisations assessed, and other stakeholders.
- Oversee the mobilisation of intellectual services through the development of detailed specifications and criteria for international calls for tender, as appropriate.
- Work in close collaboration with the MOPAN Steering Committee to continue strengthening the MOPAN’s assessments approach and the information produced.
- Identify issues and lessons in support of decision-making, planning and strategy development.
- Prepare analytical and policy reports as well as other documents to support the dissemination of findings and evidence, tailored to various audiences.
- Drive the development of analytical products prepared by the Secretariat and the Network.
- Liaise with the MOPAN’s Technical and Strategic Working Groups, informal networks of experts, policy officials, field practitioners and other development actors inside and outside the OECD involved in enhancing multilateral effectiveness.
- Monitor and analyse developments in performance reporting and multilateral assessments published by contributors, and by multilateral organisations themselves.
- Represent the MOPAN Secretariat in relevant international forums, as required and establish a network of professional contacts.
- Contribute to positioning the Network as a well-known, credible and professional source of information on multilateral organisations’ effectiveness.
- Manage staff and external consultants to ensure the delivery of high quality results, when required.
- Carry out other tasks as requested by the Head of the MOPAN Secretariat.
Eligibility Criteria
Applicants must have-
- An advanced university degree in international affairs/relations, development, political science, public administration/policy, economics or other social sciences.
- At least eight years’ practical experience in a multilateral or bilateral development agency, or in another relevant institution, preferably at headquarters and in the field.
- Strong analytical ability and solid experience using quantitative and empirical evidence to support policy dialogue at the international level.
- Experience conducting quantitative research, including surveys for monitoring and evaluation purposes and/or implementing complex data collection initiatives.
- Experience in public sector management, international development evaluation and consultative processes.
- Familiarity with MOPAN’s work is a distinct advantage
- Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level. Knowledge of other language(s) would be an asset.
- Familiarity with Excel, online databases and statistical packages.
