The World Food Programme (WFP) is currently seeking applications from the eligible applicants for the post of Logistics Officer based in Niamey, Niger.

Key Job Responsibilities
The Logistics Officer will perform the following functions-
- Design, plan and lead on the implementation of innovative logistics operations, initiatives and large scale programs to ensure timely, efficient and cost effective supply of direct or indirect food assistance.
- Participate in the formulation and implementation of policies and procedures for logistics field operations ensuring that objectives are achieved in compliance with regional and functional strategies, policies and plans.
- Analyse the context of the country, and wider region as required, and lead the design and management of the supply chain network, to proactively mitigate and/or address dynamic supply chain challenges, to ensure operational optimization.
- Design and manage the full lifecycle of project management, including planning, engaging with partners and key stakeholders, budgeting, strategically allocating material and human resources, and ensure implementation and reporting.
- Supervise transport arrangements and contracting of all associated services in accordance with established guidelines.
- Coordinate and manage service providers, port, fleet and warehouse operations to promote safe, efficient planning and execution of WFP operations.
- Gather market intelligence through research and networking, thus improving the knowledge basis available to Country Offices, Region and the Programme, and use market analysis and research to recommend actions to Management to improve supply chain performance.
- Lead and motivate the logistics team providing coaching, training and guidance as required to ensure appropriate development and enable high performance.
- Oversee and prepare accurate and timely accounting, data collection and reporting, to inform supply planning and contribute to a WFP wide view of logistics activities, Selected candidates may be asked to serve in a difficult duty station upon appointment.
- Provide expert advice and guidance to WFP staff at all levels, partners and governments, building capacity to connect to markets, manage food systems and deliver food assistance to those in need.
- Identify and build productive relationships and partnerships with counterparts in UN agencies, NGOs, governments and the private sector to share knowledge and resources and ensure coordinated delivery of food assistance.
- Play a role in WFP Cash and Vouchers programmes including reconciliation and retailer assessments.
- In collaboration with other WFP Offices, plan and maintain the commodity pipeline and advise on any needs for commodity reallocation.
- Be responsible for the management of the WFP warehouses, ensuring corporate standards are maintained and accurate and timely commodity accounting.
- Contribute to the preparation of project documents, including logistics budget computation and other budgetary issues.
- Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are regularly maintained.
- Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.
- Perform other related duties as assigned.
Eligibility Criteria
- Applicants must have-
- Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with two additional years of related work experience.
- At least eight years (three of which international) of postgraduate progressively responsible professional experience in sea, air or surface transport;
- Demonstrated managerial experience;
- Experience with UN agencies or large international conglomerates preferably across procurement, logistics and/or supply chain activities;
- Experience related to humanitarian logistics operations, especially food aid logistics is desirable.
- Other skills–
- Knowledge of transport and commodity management practices and linkages with market-based interventions;
- Knowledge of transport performance management, risk and threat analysis, hub and spoke operations, transport network planning/design, transport market analysis, customs regulations, project design and implementation and comparative cost analyses;
- Ability to provide technical advice to managers;
- Ability to draft clear concise reports or rationale for logistic decisions on key issues;
- Familiarity with the Inter-Agency Standing Committee (IASC) cluster approach and what this means on a practical level is desirable;
- General knowledge of UN system policies, rules, regulations and procedures governing administration is desirable.
