The Food and Agriculture Organization of the United Nations (FAO) is currently seeking applications from the eligible applicants for the post of Technical Officer based in Rome, Italy.
FAO promotes good practice in addressing governance challenges across its Strategic Objectives by strengthening its contribution to global governance, identifying mission-critical governance issues at national, regional and multilateral levels, strengthening staff capacity to support improved governance and monitoring and evaluating its interventions assessing its experiences for lessons learnt with a view to build our governance-support capacities.
Key Job Responsibilities
The Technical Officer will perform the following functions-
- Develops a system which overlays early warning information with vulnerability data and coping capacities of populations in order to project a caseload of potentially affected people;
- Coordinates the establishment of an integrated, corporate early warning monitoring system, with clear protocols and responsibilities at country, regional and headquarters level;
- Identifies and analyses global indicators and triggers for specific risks and develop an indicator/trigger repository;
- Drafts guidelines for country offices how to develop country-specific indicators and triggers;
- Supports discussions and coordinates with other internal and external stakeholders working on EWEA and resilience building, ensuring linkages and complementarities, inter alia, with FAO’s work on preparedness planning and disaster risk profiling;
- Develops training materials for regional roll-out workshops and co-facilitate workshops;
- Supports the development of a suite of appropriate early action interventions for specific risks based on the triggers identified;
- Supports the development of a EWEA accountability system within FAO;
- Supports the development and implementation of the EWEA system in 5 pilot countries;
- Performs other related duties as required.
Eligibility Criteria
Applicants must have-
- Advanced university degree in economics, management, international relations, public administration, social sciences or other field relevant to food security and/or early warning early action;
- A first-level university degree (Bachelor) may be accepted with two (2) additional years of relevant experience;
- Five (5) years of relevant experience in early warning, vulnerability/resilience analysis, emergency preparedness planning, disaster risk management, food security analysis and/or project management;
- Working knowledge (Level C) of English and limited knowledge (Level B) of French and/or Spanish;
- Work experience in more than one location or area of work, particularly in field positions is desirable;
- Extent and relevance of experience in both early warning and vulnerability/resilience analysis;
- Sound understanding of the concept of indicator and trigger development;
- Demonstrated knowledge in developing training materials and facilitating training workshops;
- Ability to coordinate and liaise between colleagues from different technical and operations areas across various levels of an organization (global, regional, country level);
- Project management experience and training is considered an asset.
