United Nations Children’s Fund (UNICEF) is currently seeking applications from the eligible applicants for the post of Monitoring Specialist in Dakar, Senegal.
The Monitoring Specialist will be responsible for the planning, monitoring and implementation of the human resources workforce analytics as part of the Regional Office oversight function.
UNICEF supports child health and nutrition, good water and sanitation, quality basic education for all boys and girls, and the protection of children from violence, exploitation, and AIDS.
Key Jobs Responsibilities
The Monitoring Specialist will perform the following functions-
- Perform workforce analytics (leading and lagging indicators) and other ad-hoc reporting, including supporting HR initiatives such as long-term and annual planning by consolidating data and preparing reports; consolidate monthly and quarterly oversight, quality assurance indicators for presentations at Sr. Management Meetings (SMM), Regional office Management Team (ROMT) and coordination/planning meetings.
- Provide oversight and guidance to all managers and HR practitioners in the region on management of key performance indicators and reporting. Collaborate with HR practitioners and managers to identify interventions necessary for improved performance monitoring using indicators.
- Support development of actionable proactive metrics that drive forecasting capabilities and strategic insights as well as identification of ways to continuously improve quality and efficiency of HR reporting.
- Track and monitor HR activities by countries with special attention to global indicators, through the provision of timely intervention and technical assistance. Partner with colleagues within and outside of HR and take lead responsibility for aggregating monthly HR project updates.
- Establish and maintain regular contacts with HR practitioners and managers through regular consultations and meetings. Advocate and promote the adoption of HR policies and RO office strategies, to foster alliances to meet objectives.
- Coordinate the development of a regional HR work plan and platform for knowledge management. Ensure accurate and timely input of HR information systems and provision of reports for decision making.
Eligibility Criteria
Applicants must have-
- An Advanced university degree (Master’s) in Monitoring, Evaluation, Planning, Business Management or a directly-related technical field(s) is required.
- A minimum of five (5) years of relevant experience, at the national and international levels, in Human Resource Information Management System (HRIS), including complex data analysis, complex system report generation and information presentation is required.
- Prior experience and knowledge in analyzing correlations between program metrics and HR data is desirable.
- Fluency in English (written & verbal) is required.
- Knowledge of another official UN Language (Arabic, Chinese, French, Russian, and Spanish) is considered an asset.
