United Nations Office for Project Services (UNOPS) is currently seeking applications from the eligible applicants for the post of Procurement Officer in Phnom Penh, Cambodia. The duration for the post is of 12 months.
The Procurement Officer will be responsible for coordination of different procurement activities undertaken by UNOPS within the Global Fund cooperation framework to ensure that the client’s needs are satisfactorily met.
UNOPS mission is to serve people in need by expanding the ability of the United Nations, governments and other partners to manage projects, infrastructure and procurement in a sustainable and efficient manner.
Key Jobs Responsibilities
The Procurement Officer will perform the following functions-
- Ensure that all pharmaceuticals are purchased following Inter-agency Guidelines: “Operational Principles for Good Pharmaceutical Procurement” in accordance with the Global Fund quality assurance policy.
- Maintain safeguard pre-qualification projects for health commodities.
- Provide technical support on specifications, cost implications and logistics for safe delivery both internationally and nationally.
- Ensure close coordination of procurement activities with all Sub-recipients under the Global Fund grant.
- Develop knowledge and monitor the commodity market for the goods and services, in the area of responsibility, and be able to identify and select potential vendors.
- Analyze specific procurement requirements and developing related procurement strategies.
- Issue invitations to bid, requests for quotations and requests for proposals as required.
- Evaluate submissions to ensure technical compliance with UNOPS needs and cost effective purchase of goods and services.
- Ensure that goods and services are provided according to client needs with lead times that meet or exceed industry norms.
- Ensure that all procurement actions are conducted as required by UNOPS according to UNOPS Financial Rules and Regulations and the applicable policies and procedures as well as the highest degree of personal and professional ethics.
- Maintain database of all procurement activities with a view to automate repetitive processes as the project progresses.
- Update standard operating procedures to ensure best practices.
- Frequent travel to State / Divisions and Townships as advised and approved by the Supervisor
- Supervise, guide, and provide mentoring and coaching as required to the staff in procurement team reporting to the Procurement Officer.
- Manage vendor roaster and regular reporting to the regional and HQ level of UNOPS offices.
- Perform other program related duties as may be assigned by the supervisor.
Eligibility Criteria
Applicants must have-
- Masters degree in Pharmacy or health field and/or post graduate studies in Business/Commerce, Economics, International Relations, Purchasing & Supplies or related fields with additional 5 years of relevant experience. Or Bachelors degree in Pharmacy or health field and/or post graduate studies in Business/Commerce, Economics, International Relations, Purchasing & Supplies or related fields with additional 7 years of relevant experience.
- Minimum 5 years of relevant experience with Master’s, or 7 years with Bachelor’s degree in the health field, preferable within the UN system.
- Professional certifications (Procurement and/or Supply Chain Management degree) highly desirable.
- Expert knowledge of international pharmaceutical procurement and supply systems.
- Knowledge of the Good Manufacturing Practice standards established by the World Health Organization.
- Knowledge of the Global Fund’s procurement and quality assurance policies.
- Market knowledge on products for the treatment and management of Malaria.
- Fluency in English and Khmer is required.
