World Vision (WV) is currently seeking applications from the eligible applicants for the post of Operation Monitoring Officer in Siem Reap, Cambodia.
The Operation Monitoring Officer’s work is to provide technical support to Area Development Program (ADP) teams in their operational area in monitoring and program information management of the ADP Programs and Projects implementation against its designs and desired outcomes so that they contribute to achieve maximum impact on child well-being outcomes.

Key Jobs Responsibility
The Operation Monitoring Officer will perform the following functions-
- ADPs are coached to apply WVC’s Learning through Evaluation with Accountability and Planning (LEAP) and Development Programming Approach (DPA) aligned monitoring guidelines of various sectors, process and tools well and reflecting on the information with community and ADP team to improve program/ project implementation.
- Monitoring guidelines, process and tools are developed and revised in collaboration with Sector Technical Officers and National Office and Zonal Design Monitoring Evaluation Officers and are adapted to the ADP context within their operational area.
- Knowledge management of ADP program and project data is updated in a timely manner.
- Reflection and learning practice is strengthened to improve programming quality in ADPs.
- Progress of ADPs in operational area against achievement and recommendations arising from monitoring and reflection information as well as against strategic Key Performance Indicator (KPIs) and other high level initiatives is analyzed, documented, and shared to higher levels.
- Monitoring information and processes are integrated with other DME processes (e.g. assessment, design, evaluation, transition).
Eligibility Criteria
Applicants must have-
- Degree or training in monitoring & evaluation, or program/project planning.
- Strong presentation, facilitation and coordination skills.
- Excellent interpersonal communication skill and ability to work closely and supportively within a team.
- Understanding of basic DME principles.
- Good analytical/problem solving skills and details orientation.
- Proficiency in English (especially reading and writing).
- Knowledge of data analytical software (e.g. EpiInfo, SPSS).
- At least 3 years experiences in program/project planning and/or design, monitoring, and evaluation.
- Ability to work independently as well as work well in a team.
- Exhibits gentleness, humbleness, and patience.
