The Commonwealth of Learning (COL) is currently seeking applications from the eligible applicants for the post of Education Specialist-Open Schooling, based in Canada.
The Education Specialist will lead and manage a portfolio of activities to promote secondary education using open, distance and technology-based approaches in accordance with COL’s Strategic Plan.
COL helps governments and institutions to expand the scale, efficiency and quality of learning by using new approaches, appropriate technologies, and open and distance learning (ODL) methodologies.
Key Job Responsibilities
The Education Specialist will perform the following functions-
- Plan, implement and manage all activities for promoting open/innovative schooling in accordance with the approved Strategic Plan. This involves demonstrating thought leadership, achieving results against stated outcomes and value for money, and taking responsibility for monitoring and evaluation within a results-based management framework.
- Develop policies, implement systems and create models and materials through the use of distance learning and technologies to provide cost-effective and quality secondary education, especially for those from remote and marginalised communities.
- Work as a team player with colleagues; identify partners, select and manage consultants, and build and maintain good relationships with stakeholders; raise additional contributions.
- Contribute to COL’s overall mission and corporate life.
- Take responsibility, as assigned, for liaison between COL and member countries in consultation with country focal points. This includes identifying country needs and priorities related to COL’s mandate and regularly updating Country Action Plans for the Open/Innovative Schooling initiative.
- Provide technical advice to ministers, officials, institutions, organisations and COL staff in open schooling and represent COL at national and international forums.
- Ensure that the Programme Assistant has clear work plans; identify training needs and conduct performance reviews.
- Perform other tasks as may be assigned from time to time
Eligibility Criteria
Applicants must have-
- Postgraduate qualification in Education; Social Sciences; and / or International Development.
- 10 years’ experience of working in open, distance and technology-mediated learning with special reference to open schooling out of which 5+ years of this experience should be in international development.
- Experience of conceptualising, elaborating, implementing and evaluating programmes.
- Excellent interpersonal and communication skills.
- Qualification in open and distance learning and / or in ICTs for development.
- Experience of working in developing countries.
