The Plan International is currently accepting applications from the eligible applicants for the post of Project Director, based in Laos.
The Project Director for the Basic Education Quality and Access in Lao PDR (BEQUAL) NGO Consortium will lead this consortium project, and be based in the country office in Vientiane Capital holding responsibility for the delivery of the overall project, coordinating with the Ministry of Education and Sports (MOES), the managing contractor implementing the overall contract, Australian DFAT, and the consortium members.

Key Job Responsibilities
The Project Director performs the following functions-
- Leads the BEQUAL NGO Consortium project in Lao PDR, including detailed operational design during the inception period and establishment of all partner / consortium arrangements.
- Directly reports to the Country Director of Plan International in Lao PDR, with a reporting accountability to the Consortium steering committee.
- Coordinates design inputs, implementation activities and associated research and monitoring systems of key partners; Ministry of Education and Sports, BEQUAL managing contractor and consortium members.
- Directly supervises the BEQUAL NGO consortium support staff (positions to be determined during the inception period).
- Coordinates and monitors implementation of activities and shared learning by consortium members.
- Leadership in policy advocacy as relevant to the project.
- Supervises all consortium contracts, and ensures contract compliance with donor and Plan standards and reporting requirements.
- High level engagement with other development partners in the primary education sector to ensure coherence and avoidance of duplication.
- High level engagement with the Ministry of Education and Sports to ensure project activities meet priority needs of the Ministry and in particular the evidence base for policy decision making.
- Budget management responsibility for the project, approximately USD6m.
- Ensure robust monitoring and evaluation frameworks for all implementation partners are implemented drawing upon managing contractor and Learning Facility technical assistance where required.
- Facilitate cross and shared learning by consortium members from the implementation of the project.
- Ensure effective implementation in target areas drawing upon technical assistance as required.
- Develop specific linkages and direct project collaboration with non-consortium led activities, as appropriate, in the larger BEQUAL project.
- Facilitate Provincial and National level workshops through which policy lessons from project implementation can be identified and supported.
- Coordinate the development and dissemination of key Policy Brief’s based upon BEQUAL NGO Consortium outcomes that can contribute to MOES and development partner policy development.
- Representation of the project in national forums and platforms and within sector working groups and to government and external stakeholders.
- Manage project expenditure in line with approved budgets and ensure likewise with consortium partners.
- Identify opportunities for co-financing of activities by the BEQUAL NGO Consortium, other development partners.
Eligibility Criteria
Applicants must have-
- Experience in working within primary educational initiatives, ideally those designed to improve learning outcomes and/or reduce access constraints.
- High level of knowledge on monitoring, evaluation and learning system design and similar levels of experience in implementation.
- Experience in activities designed to contribute to policy development at national and regional levels.
- Familiarity with the international body of knowledge on the development of primary education systems in LDC’s.
- Familiarity with history, dynamics and working environment in Laos / SE Asia and ideally within a centrally planned government system.
