United Nations Children’s Fund (UNICEF) is currently seeking applications from the eligible applicants for the post of Education Cluster Coordinator in Geneva, Switzerland.
UNICEF supports child health and nutrition, good water and sanitation, quality basic education for all boys and girls, and the protection of children from violence, exploitation, and AIDS.
Key Jobs Responsibility
The Education Cluster Coordinator will perform the following functions-
- Ensures a strong global partnership engagement in supporting well-coordinated and predictable education in emergency response.
- In close collaboration with the Save the Children co-Coordinator and in consultation with the Global Education Cluster partners, ensures that there is a strategic plan and related workplans in place for the Education Cluster and ensures implementation of the workplan and regular monitoring.
- With co-Coordinator, oversees cluster communication mechanisms (website, social media platforms).
- Ensures that the Education Cluster supports cluster coordination in large scale and other major emergencies, and that education capacities at country level are strengthened to prepare for, respond to and recover from humanitarian crisis.
- Ensure Education Cluster operational support mechanisms, including the Rapid Response Team are in place and provide remote support to ensure countries put in place appropriate coordination structures that are responsive to country cluster’s evolving needs.
- Jointly manage and mobilize resources to maintain the Rapid Response Team and prioritizes deployments and operational support to the field. Deploys to support education clusters in country and on inter-cluster missions, and deploys to newly activated L3 emergencies.
- Ensures country education clusters are supported and relevant guidance and information is provided in a timely manner, including but not limited to readiness/preparedness, core cluster coordination functions including information management, and cluster transition.
- Ensures that a cadre of appropriately qualified and experienced coordination staff is available to support country-level clusters.
- Co-leads capacity development initiatives for country level cluster coordination staff (coordinators and IMOs). Ensures that the Talent Pool is maintained and recruitment supported; engages in other initiatives to increase the pool of deployable and longer-term coordination staff.
- Ensures that Education cluster issues are represented at key fora to achieve an enabling environment for education coordination, and increased recognition and support for education as an essential part of humanitarian response.
- Represents the Education Cluster in key meetings and conferences with high level education and humanitarian government officials, inter-agency mechanisms and networks (IASC, INEE, and GPE), multi- and bilateral agencies, development banks, key institutions, NGOs, the private sector and other stake-holders and negotiates and advocates cluster goals and strategies.
- Identifies strategic alliances, and influences policy development and resource mobilization and targeting to facilitate achievement of cluster goals and wider education in emergency goals.
Eligibility Criteria
Applicants must have-
- Advanced university degree in education, or a related technical field.
- A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of advanced university degree.
- Minimum of ten years of progressively responsible professional work experience at the national and international levels with a focus on education, and/or a related technical area.
- Relevant work experience in developing countries and countries experiencing emergency situations is a requirement.
- Experience working in inter-agency contexts with governments, UN, NGOs and other partners, in particular coordination experience.
- Experience in managing large-scale education in emergency programmes.
- Experience in managing education assessments and evaluations.
- Experience in managing capacity development programmes.
- Fluency in English is required.
- Knowledge of an additional UN language is highly desirable.
