CARE is currently seeking applications from the eligible applicants for the post of Monitoring, Evaluation, and Learning Advisor in Port-au-Prince, Haiti.

Key Jobs Responsibilities
The Monitoring, Evaluation, and Learning Advisor will perform the following functions-
- Provide key technical leadership and support to monitoring, evaluation, and learning interventions; provide technical assistance and strategic guidance in the development, implementation and monitoring of such activities.
- Lead a robust and practical M&E program that facilitates action-learning and continuous improvement and accountability for results.
- Provide technical support to the program’s activities in areas such as developing standards, tools, guidelines, policies, procedures that will contribute to positive program outcomes for primary and secondary education in Haiti.
- Promote high level of collaboration, communication and cooperation with government ministries and other stakeholders.
- Coordinate accurate, complete, and timely M&E data collection and reporting; review and provide recommendations for action and improvement.
- As needed, design and implement survey protocols to identify and document achievements of program outcomes.
- Monitor and evaluate the use of data quality protocols that support data integrity and the data collection processes and contribute to the capture and documentation of achievements of relevant program outcomes and best practices.
- Prepare reports; provide documentation and dissemination of information to donor and other program stakeholders.
Eligibility Criteria
Applicants must have-
- Master’s degree in a relevant field.
- Minimum of 8 years of experience in M&E, data analysis (both qualitative and quantitative), reporting, and learning.
- Experience managing and implementing M&E activities for USAID-funded programs, preferably in education or youth-related programs.
- Proficiency in evaluation design and development of indicators.
- Good working knowledge of descriptive, inferential and advanced statistics.
- Demonstrated ability to transfer M&E skills to colleagues, partners and local organizations through training, mentoring and coaching.
- Demonstrated competencies in documentation and dissemination of best practices, designing and implementing survey protocols and demonstrate the link between M&E and program impact.
- Computer proficiency in word processing, databases, spreadsheets and presentation programs (Microsoft applications preferred); and also data analysis programs (SPSS, Stata, MS Access and EpiInfo) is required.
- Fluency French and Creole are required.
- Advanced professional proficiency in English is preferred.
- Ability to travel throughout Haiti as required.
