World Health Organization (WHO) is currently seeking applications from the eligible applicants for the post of Health Economist in Geneva, Switzerland. The duration of this post is 2 years.
The primary role of WHO is to direct and coordinate international health within the United Nations’ system.
Key Jobs Responsibilities
The Health Economist will perform the following functions-
- Provide expert policy and technical inputs into IHP+ work programme priorities, in collaboration with senior officials in Ministries of Health and Finance, and senior technical staff in development agencies.
- Particular focus on reviewing and improving approaches to intensified action on the seven IHP+ behaviors by development partners, and leading on the development of an approach to documentation of the difference this makes at country level, and its application in countries.
- Lead preparation of technical sessions at major international IHP+ meetings and coordinate inputs from senior technical experts in other health development agencies and countries.
- Work with programmes and related global initiatives, particularly those that are part of the Global Strategy for Women’s and Children’s Health, GAVI and the Global Fund, to improve convergence of efforts by different partnerships to strengthen mutual accountability for results.
- Provide expert technical input to improve IHP+ communications on better alignment for better results; identify emerging topics in international health development cooperation, and convey messages on complex issues succinctly to Ministries of Health and Finance in low and high income countries.
- Design, establish, and institutionalize IHP+ principles within WHO.
- Represent IHP+, and WHO, in inter-agency meetings on health development cooperation.
- Provide guidance on aid effectiveness to more junior members of the IHP+ Core Team.
- Undertake selected pieces of analytic work, agreed with joint IHP+ core team leads.
Eligibility Criteria
Applicants must have-
- Advanced university degree (Masters Level or above) in economics with demonstrated training in health financing, and in aid effectiveness and development cooperation in health.
- Over 10 years’ experience in related area; experience in health care financing and health economics in aid effectiveness and development cooperation, and in monitoring and evaluation.
- Demonstrated understanding of barriers to changing ways of working within governments, and in development agencies, and of the links between resources and results.
- Economist with experience in health care financing and health economics.
- Extensive experience in supporting, analyzing and evaluating aid and development effectiveness processes at national and global level and good understanding of bilateral and multi-lateral development agencies.
- Proven ability to work in multi-disciplinary teams, with government, agency and non-state actors.
- Demonstrated understanding of barriers to changing ways of working within governments, and in development agencies, and of the links between resources and results.
- Expert knowledge of English.
