Asian Development Bank (ADB) is currently seeking applications from the eligible applicants for the post of Health Specialist in Manila, Philippines.
The Health Specialist will be responsible to provide support to identify, develop, implement and administer investment projects (financed through loans or ADF grants), Technical Assistance (TA) projects, and non-lending products and services (NLPS) in health and gender.
The ADB aims for an Asia and Pacific free from poverty.
Key Jobs Responsibilities
The Health Specialist will perform the following functions-
- Provide information and analyses towards the development of policies and strategies for addressing health sector and gender development issues in PDMCs in consultation with relevant government agencies and Resident Missions (RMs).
- Contribute information and analyses on public health and gender development issues to ADB sector and thematic teams.
- Develop PARD’s specific health sector and gender strategies for engagement with PDMCs.
- Collaborate with other development partners for policy dialogues and operations on health and gender issues.
- Lead PARD’s engagement with civil society and non-profit government organizations to advance women’s status and health outcomes through PARD operations, with attention to critical gender issues in PDMCs (e.g., gender-based violence).
- Provide support and lead, as needed, in the development, processing and administration of investment and TA projects in public health, and gender/social dimensions.
- Assist in strengthening health impact of ADB’s infrastructure projects, especially of Water and Sanitation projects.
- Support gender mainstreaming in PARD operations according to the Gender Equality and Women’s Empowerment Operational Plan 2013-2020, with proactive involvement in the processing and implementation of all relevant PARD operations (e.g., identifying gender mainstreaming opportunities in infrastructure operations, supporting PDMCs with gender action plan implementation, and reporting on gender equality results in PARD operations).
- Provide advice to executing/implementing agencies on health sector project preparation and support capacity building for the implementation of gender mainstreaming in PARD operations.
Eligibility Criteria
Applicants must have-
- A university degree; preferably at post-graduate level, or equivalent, in public health, health economics or other related fields, with an emphasis on gender issues.
- Suitability to undertake the responsibilities mentioned above at the required level.
- At least 6 years of relevant professional experience in health program design and implementation or related area as well as in project administration.
- International working experience in development in several countries.
- Experience and knowledge in e-health and in health project financing is desired.
- Excellent oral and written communication skills in English.
