United Nations Office for Project Services (UNOPS) is currently seeking applications from the eligible applicants for the post of Grant Management Specialist in Yangon, Myanmar. The duration for the post is of 1 year.
UNOPS mission is to serve people in need by expanding the ability of the United Nations, governments and other partners to manage projects, infrastructure and procurement in a sustainable and efficient manner.
Key Jobs Responsibilities
The Grant Management Specialist will perform the following function-
- Support the MNCH Team Leader in the management of MNCH team ensuring an efficient and effective delivery of the portfolio under the direct management of the Component 1.
- Provide direct oversight of the MNCH team in review of budgets and work plans to ensure that budget controls are appropriate, ceilings respected and unit costs in line with expectations.
- Responsible for management of the grants under the MNCH Component with regards to implementation, performance management, reporting and analysis of data.
- Ensure that the planning tools used by the 3MDG are effectively used and seek opportunities to integrate the planning processes in the national planning approaches as they emerge.
- Ensure a coordinated approach to the analysis of the Fund’s achievements which takes into account financial and programmatic achievements, and other sources of information as they become available, including cost effectiveness analysis.
- Support the Fund Management Office (FMO) in the development of briefings and technical notes for the 3MDG Fund Board to ensure accurate and relevant information is available for decision making by the Fund Board.
- Support the development of new initiatives to be included in the Fund’s portfolio.
- Ensure close coordination in interventions implemented with the UNOPS Myanmar Infrastructure Unit which implements the 3MDG infrastructure funding stream, and the Managed Cash Flow Unit in order to maintain the focus on 3MDG’s strategic objectives as needed.
- Lead in the further development, implementation and documentation of work in conflict affected areas to ensure that the 3MDG’s approaches are conflict sensitive, ‘do no harm’, and at best contribute towards peace building efforts in the areas where the 3MDG is operational.
- Perform other related duties as required to ensure the effectiveness of the 3MDG Fund.
Eligibility Criteria
Applicants must have-
- Master’s degree or equivalent is required and preferably in Public Health, Social Science or related field (A Bachelor’s degree with 9 years of relevant work experience is considered as equivalent).
- A minimum of 7 years of progressively responsible planning and programme design and management in development or health projects, in developing countries is required.
- 3 years experience in managing a complex health or social sector programme with multiple partners required.
- Knowledge in developing and using logical framework approaches or other strategic planning approaches is required.
- Demonstrated ability in presenting information to various stakeholders, including government, civil society and donors.
- Experience in conflict/conflict affected contexts highly desirable.
- Experience in information analysis and report writing is essential.
- 5 years experience in grant/programme management is required.
- Fluency in both written and spoken English is essential.
