The Palladium is currently seeking applications from the eligible applicants for the post of Monitoring, Evaluation and Data Use Specialist in Washington DC or North Carolina, United States.
The Monitoring, Evaluation and Data Use Specialist will be responsible to support the USAID-funded MEASURE Evaluation Project.

Key Jobs Responsibilities
The Monitoring, Evaluation and Data Use Specialist will perform the following functions-
- Implement the MEASURE Evaluation Data Demand and Use (DDU) Framework including application of MEASURE Evaluation core data use tools and methods, and other data use approaches as appropriate.
- Assist with the development and field testing of new tools, curricula and methods for improving the use of data; especially the integration of information, communication and technology (ICT) approaches into the DDU framework.
- Implement data use capacity development and training activities.
- Monitor, evaluate and report on data demand and use activities. Prepare success stories, and periodic progress reports.
- Participate in technical working groups and develop strategies to integrate data use approaches and tools into Project and partner activities.
- Provide technical support to MEASURE Evaluation Resident Advisors and country collaborators to 1) identify key questions about their programs, conduct basic data analysis, synthesize and visualize data, and communicate findings 2) advocate for evidence-based programmatic changes 3) follow-up to document improvement in program improvement related to data use activities.
- Conduct assessments of barriers to data use and the local data use context.
- Manage project activities including: budgeting, contracting, work plan development and tracking, and reporting.
Eligibility Criteria
Applicants must have-
- Minimum of a Masters degree in Monitoring and Evaluation, Public Health, Public Policy/Administration or related field.
- At least 5-7 years experience supporting global health development programs (HIV/AIDS, family planning, reproductive health), with at least 4 years working in monitoring, evaluation and learning in HIV programs.
- Knowledge of health information systems e.g. DHIS2, DATIM.
- Full proficiency in spoken and written English, French language proficiency desirable.
- Proficiency in Microsoft Office Suite and use of databases.
- Experience living and working overseas preferred.
- Ability to travel up to 30% internationally.
