World Health Organization (WHO) is currently seeking applications from the eligible applicants for the post of Programme Officer in Geneva, Switzerland. The duration for the post is of 1 year.
The Programme Officer will supports work on health services strengthening and new efforts within the department on improving quality of health care in the context of UHC.
The mission of WHO is to direct and coordinate international health within the United Nations’ system.
Key Jobs Responsibilities
The Programme Officer will perform the following functions-
- Support the operationalization of the UHC and quality unit foundation plan and the implementation of the 2016-17 plans for the UHC and quality unit within WHO Service Delivery and Safety.
- Provide technical input into WHO activities to ensure the effective alignment between Ebola response and recovery efforts.
- Support the continued development of the WHO essential services taskforce within the interdisciplinary health systems recovery team.
- Provide rapid response on specific technical requests on health systems recovery that emerge from the countries as part of the efforts of the essential services taskforce.
- Provide technical assistance on health systems recovery to countries affected by Ebola through remote and in-country presence as required.
- Prepare guidance, briefings, publications, toolkits, analysis as necessary on the reactivation of essential health services.
- Provide technical input into the development of an aligned approach between surveillance, preparedness, response and service strengthening.
- Engage with key stakeholders to develop technical relationships and collaboration on health service strengthening issues.
- Support knowledge agenda development, capacity building, information sharing, communication, analysis, and coordination related to reactivation of essential health services health.
- Support consultative technical working groups on the reactivation of essential health services and the linkages with disaster response.
- Support the establishment and functioning of a WHO Taskforce on UHC and quality of care as part of the core work of the new unit on UHC and quality.
- Work in coordination with the Ebola outbreak response team to ensure IPC priorities and activities are managed effectively within the overall outbreak response and in line with the national standard operating procedures and WHO guidelines.
- Provide coordination and technical support to WHO activities on enhancing the protection of occupational health and safety in EVD response and preparedness including the supervision of OHS officers operating in three most Ebola affected countries.
- Provide technical supervision in operational project activities relating to OHS and well-being of WHO and international staff.
- Additional responsibilities as required within the context of the position.
Eligibility Criteria
Applicants must have-
- Advance level university degree in medicine or public health with specialty training in health sector emergency planning and service delivery.
- Postgraduate qualification in a field relevant to service delivery in developing countries.
- Strong ability in strategic planning and to organize and guide different actors, working groups towards agreed goals.
- Demonstrated ability to produce results, while respecting WHO’s professional, ethical and legal framework.
- Excellent knowledge of computer skills and Microsoft Office suite such as Excel, Word and PowerPoint.
- Seven years working experience in front-line public health services including in areas related to health systems development, health services delivery, program management, health systems emergency preparedness, resilience, response and recovery.
- Experience of working for WHO/UN and/or in other international agencies.
- Experience of working in the program management, collaborative project development, aid modalities and with health partner coordination systems.
- Experiences of working on ongoing Ebola responses programme.
- Expert knowledge of English.
- Beginner’s knowledge of French.
