United Nations Office for Project Services (UNOPS) is currently seeking applications from the eligible applicants for the post of Human Right Monitor in Baghdad, Iraq. The duration of this post is 6 months.
UNOPS mission is to serve people in need by expanding the ability of the United Nations, governments and other partners to manage projects, infrastructure and procurement in a sustainable and efficient manner.
Key Jobs Responsibilities
The Human Right Monitor will perform the following functions-
- Monitor and observe the interactions between residents of the Camp Hurriya transit location and Iraqi officials, undertake regular visits to all areas of the camp, and observe the general living conditions as per international humanitarian standards.
- Monitor, investigate, and document any incidents reported; attend and facilitate regular meetings between officials of the Government of Iraq and representatives of the residents of Camp Hurriya.
- Document human rights violations if reported and take appropriate action to address it by facilitating dialogue between the residents and responsible officers from the Government of Iraq during the daily camp visits, alerting responsible officers from the Government of Iraq immediately of any issues that arise, and to ensure that the problem is addressed as quickly as possible.
- Alerting the UN security liaison officer present to immediately contact the relevant Iraqi official in charge of the operation to ensure that any security-related issues are addressed or resolved as quickly as possible.
- Alerting representatives of the residents to ensure that the problem is addressed or resolved as quickly as possible.
- Efficient submission of accurate, well-drafted daily monitoring reports of a high editorial standard.
- Effective and timely follow up with camp residents, government interlocutors, and UN partners either in person or via the duty phone of substantive monitoring issues.
- Accurate transmission of UN positions to camp residents, government interlocutors and UN partners.
- Efficient communication of time-sensitive information internally within the team and with camp residents, government interlocutors, and UN partners.
- Perform other duties as required.
Eligibility Criteria
Applicants must have-
- Advanced university degree, preferably in law, political science, international relations, or other disciplines related to human rights and/or humanitarian issues.
- A combination of relevant qualifications and additional two years of relevant experience may be accepted in lieu of an advanced university degree.
- A minimum of 3 years of proven progressively responsible professional experience.
- Experience in the human rights field in a fragile, conflict-prone or post-conflict society is desirable.
- Fluency in written and spoken English.
- Knowledge of Arabic or Persian is desirable.
