The United Nations office at Geneva (UNOG) is currently seeking applications from the eligible applicants for the post of Information Systems Officer based in Geneva, Switzerland.
UNOG performs representation and liaison functions with permanent missions, the host Government and other Governments, intergovernmental and non-governmental organizations, research and academic institutions at Geneva as well as other organizations of the United Nations common system at Geneva.
Key Job Responsibilities
The Information Systems Officer will perform the following functions-
- Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems.
- Develops detailed system and other functional specifications and user documentation for major systems.
- Provides specialized advice to users, analyzing users’ requirements and translating these into new applications; determines application systems integration and linkage issues.
- Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.
- Develops and maintains computer programs that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues.
- Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing.
- Develops training materials, operating and user manuals; trains staff in assigned systems.
- Researches, analyzes and evaluates new technologies and makes recommendations for their deployment.
- Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc.
- Facilitates communications between ICTS and its clients for good client relations.
- Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and ICTS, for either specific IT services or general technology support, including any charge back mechanisms.
- Handles all aspects of contract administration including establishment of service level agreements with vendors and chargeback policy for users.
Eligibility Criteria
Applicants must have-
- Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field.
- A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
- Knowledge in Service Management Framework such as ISO 20000 or ITIL V.3 is highly desirable.
- A minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area.
- Experience in managing and outsourcing IT development projects, totally or in part, is an asset.
- Experience of Enterprise Java (J2EE), Java Frameworks (hibernate, spring) and Adobe Flex is desirable.
- Experience of additional programming languages and environment (i.e. Groovy, Grails) is also desirable.
- Experience of development methodologies, such as Agile or Object-oriented Programming is desirable.
- At least two years of experience with Oracle databases especially in the areas of PL/SQL is an asset.
- Experience with Content Management Systems (CMS) technologies is desirable.
- Fluency in one of the working languages of the UN Secretariat, English or French is required.
- Knowledge of another UN official language is an advantage.
