The Organization for Security and Co-operation (OSCE) is currently accepting applications from the eligible applicants for the post of Senior Programme Assistant based in Bishkek, Kyrgyzstan.
The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities.
Key Job Responsibilities
The Senior Programme Assistant will perform the following functions-
- Carries out a range of tasks as they relate to the design of individual activities and their implementation related to border issues within the framework of the Border Issues Coordination Officer portfolio;
- Responsible for both the administrative and substantive elements of project/activity development and implementation;
- Researches, collects, registers, reports and maintains information on project activities by reviewing reports and establishing and maintaining liaison with project staff, following up on all aspects of the project implementation; in co-operation with project staff and local partners assesses programme implementation and other related issues; reports regularly to the Border Issues Co-ordination Officer, prepares various written outputs, drafts background and briefing papers;
- Prepares Purchase Requisitions, receives funds from Fund Administration Unit (FAU) for project activities, follows up and keeps records on project expenditures and overall financial status, prepares and submits financial reports;
- Drafts narrative project related periodic reports and compiles financial interim reports to donors;
- Assists in the preparation and implementation of visiting delegations;
- Provides translation in between the English, Russian, and/or Kyrgyz languages as requested.
Eligibility Criteria
Applicants must have-
- Completed secondary education supplemented by advanced courses in relevant field;
- Six years of working experience as project assistant, part of which should preferably have been with individuals from different countries;
- Excellent knowledge of English, Russian and Kyrgyz, both written and oral;
- Excellent oral expression when interpreting;
- Good written expression when translating and drafting official papers;
- Excellent computer skills;
- Good interpersonal and intercultural skills;
- Ability to successfully adhere to strict deadlines and multi-task.
- Knowledge of the structure and general principles of law enforcement in the field of border security;
- Experience interacting and working with government officials.
