United Nations Office for Project Services (UNOPS) is currently seeking applications from the eligible applicants for the post of Procurement Officer in Manila, Philippines. The duration for the post is of 1 year.
UNOPS mission is to serve people in need by expanding the ability of the United Nations, governments and other partners to manage projects, infrastructure and procurement in a sustainable and efficient manner.
Key Jobs Responsibilities
The Procurement Officer will perform the following function-
- Ensure full compliance of procurement activities with UNOPS Procurement Manual, Financial Rules and Regulations (FRR), relevant Organizational Directives and Administrative Instructions.
- Implement effective internal controls, including proper design and functioning of a client-oriented procurement management system.
- Establish and implement Standard Operating Procedures in Procurement for UNOPS Philippines, and prepare standard procurement documents.
- Prepare solicitation documents; issue invitations to bid, requests for quotations and requests for proposals; evaluate submissions to ensure technical compliance with UNOPS needs; and ensure cost effective purchase of goods and services.
- Develop knowledge, monitor the commodity market and be able to identify and select potential vendors.
- Prepare and monitor quarterly procurement plans.
- Ensure timely preparation of specifications for procurement activities to be undertaken in accordance with the Warplane and Budget.
- Analyze specific procurement requirements and develop related procurement strategies.
- Ensure effective monitoring and control of procurement processes including receipt of requisitions, preparation and issuance of RFQ, ITB and RFP, receipt of quotations, bids and proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNOPS Procurement Manual and FRR.
- Prepare submissions to the HQ Contract and Property Committee (HQCPC).
- Prepare, monitor and conclude purchase orders for goods, contracts for services and works.
Eligibility Criteria
Applicants must have-
- An advanced degree (Master’s or equivalent) in procurement, construction management, project management or related fields from a reputable university.
- A first university degree (Bachelor’s or equivalent) in combination with additional relevant experience will be accepted in lieu of an advanced degree).
- Additional training and/or practical experience in procurement is desirable and certifications an asset, if in:
- PRINCE2 foundation or equivalent project management qualification.
- Professional certification in the field of procurement from the Chartered Institute of Purchasing and Supply (CIPS) or elsewhere.
- At least 2 years’ experience (with an advanced degree) or 4 years’ experience (with a first-level degree) managing or supervising construction activities on a range of large and diverse construction projects in a developed commercial environment requiring the coordination of multiple contractors and multiple trades simultaneously.
- Knowledge of UN procurement and financial rules and regulations is an asset.
- Computer skills with word processing, spread sheets, email and internet are required. Knowledge of the UN system is an advantage.
- Good written and verbal communication in English is required.
